Job summary

HDR invites a Water Proposal Manager to lead pursuit execution from early planning through final delivery, coordinating with business development, project managers, and technical experts.

You will craft persuasive client-focused narratives, manage schedules, and ensure compliance with RFPs. The role demands strong writing, editing, and presentation skills, plus travel within Southern California as needed.

Qualifications

• Minimum of 5 years relevant industry experience in proposals or pursuits.
• Excellent written and verbal communication skills.
• Proven sales experience and ability to develop win strategies.
• Ability to manage multiple priorities and meet tight deadlines.
• Willingness to travel within Southern California as needed.
• Ability to create documents onscreen and present graphically.
• Strong interaction with clients and sub-consultants.

Responsibilities

• Lead pursuit teams through capture planning and proposal development.
• Create client-focused, persuasive proposals and interview materials.
• Develop proposals, work plans, schedules, and ensure RFP compliance.
• Write and edit non-technical content into clear narratives.
• Coordinate layouts and graphics with HDR branding standards.
• Lead proposal reviews and guide revisions and recovery.
• Coach interview teams and support storyboarding and delivery.
• Coordinate with technical staff, marketing partners, and subconsultants.
