SUMMARY
The City of Chicopee's Department of Public Works - Water Division is hiring a Meter Repairperson/Foreman who performs skilled maintenance work in the replacement, installation, repair, testing, and maintenance of water meters and appurtenances. Investigates possible water leaks and locates Service Boxes or Gate Valves used to perform such work. Aids in the implementation of the Water Shut-Off Policy under the direction of the superintendent.
ESSENTIAL DUTIES INCLUDE:
- Provides on-the-job training to water meter repairmen.
- Trains staff how to install and program water meters including all AMI procedures that may be necessary to complete the installation and programming.
- Plans and schedules daily work activities for personnel assigned to them.
- Reviews work assignments upon completion.
- Instructs personnel in the use and care of equipment.
- Enforces all safety regulations.
- Reviews progress of work assignments.
- Repairs and/or replaces commercial, industrial, and residential meters.
- Repairs and/or replaces valves.
- Digs and repairs service box and rods as needed.
- Coordinates with contractors for proper meter installation.
- Keeps daily records, including accurate records as to the location, size, make and serial numbers of meters.
- Checks water pressures in dwellings and perform flow tests to determine possible restrictions.
- Investigate water quality complaints and assist residents to determine causes.
- Investigates water leaks on services, meters and water mains.
- With the approval of the Water Superintendent, orders meters and other appurtenances.
- Performs basic wiring needs for installation of remote registers and AMI meters.
- Cleans up work area after duties have been performed.
- Maintains a stocked utility truck assigned to the Meter Repairman.
- Keeps assigned truck and meter room clean and neat.
- Follows a scheduled maintenance procedure to ensure vehicle is in good working order.
- Maintains tools and equipment assigned to ensure good working order.
- On occasion, works as a Water Foreman directing emergency response crews.
- Works in confined spaces such as meter pits, behind walls and under stairs where water meters and services are located.
- Performs all related duties as directed by the Water Supervisor or other supervising authority.
- Tests and verifies accuracy of meters and registers using and maintaining procedures and equipment available.
- Prepares reports for the Water Superintendent and others.
- Must be available for emergency work in the event of a water main failure, not only during normal working hours but also evenings, weekends and holidays.
- Participates in the installation, programming, maintenance and repair of all AMI and non-AMI components when needed.
- Maintains inventory of all meters and AMI components as well as other appurtenances according to departmental policy.
- Uploads and downloads daily meter reading route information to coordinate with Billing so that all customers are billed on a timely and accurate basis.
- Other duties may be assigned as needed to implement, repair, and maintain the AMI system and non-AMI system.
- May be required to work Emergency Stand-By Duty.
- Must be available to assist with snow removal operations, not only during normal working hours but also available evenings, weekends and holidays;
- Installs Commercial, Industrial, and Residential water meters as adopted by the Water Department.
- Verifies installation completion status of meters using various reports and systems, identifies non-communicating meters, and identifies/resolves discrepancies.
- Works with the Billing Department to process work orders for meter change outs per schedule.
- Opens manhole covers, pumps out meter pits as needed to install, repair, read and maintain water meters.
- Provides assistance with the implementation of the Water Shut-Off Policy and maintains a professional level of customer service.
- Repair and/or replace Commercial, Industrial, and Residential Meters.
- Maintains and stocks utility truck assigned to the Meter Repairmen, to ensure both the vehicle is in good working order, clean, and is stocked with all necessary components required for each day's scheduled work as well as emergency work.

QUALIFICATIONS
- Massachusetts Class B CDL License - Required
- Massachusetts Water Distribution Grade 2 License – Required
- Massachusetts Water Distribution Grade 3 License – Required– (must obtain 6 months of hire)
- Massachusetts Class A CDL License – Preferred
- Two (2) years of experience in water meter installation + two (2) years of experience as a Water System Maintenance worker.
- Working knowledge of a wide variety of hand tools, air tools and hydraulic tools.
- Willingness to perform heavy manual labor.
- High School Diploma or Equivalent
