Job summary

Job description

Harbor is seeking a Development and Engagement Vice President to join the Toledo team! This position is responsible for leading Harbor’s comprehensive development, fundraising, communications, and stakeholder engagement strategy in support of Harbor’s mission and long-term organizational sustainability.

Position is full time, first shift.

REQUIREMENTS
Education :
  • Bachelor’s degree in nonprofit management, business, communications, public administration, or a related field.
Experience :
  • Minimum of 7-10 years of progressive experience in nonprofit development, fundraising, or external affairs.
  • Demonstrated experience in major gift cultivation, campaign leadership, and revenue growth.
Licensure and Certifications:
  • Must have a valid driver’s license, acceptable driving record, and show proof of personal auto insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier.
Preferred Qualifications :
  • Minimum 3-5 years in a senior leadership capacity.
  • Master’s degree in nonprofit management, business, communications, public administration, or a related field; experience in behavioral health, human services, or a related nonprofit sector.
  • Working knowledge of Medicaid, CCBHC, state and county funding streams, grant compliance, donor management/CRM systems, and marketing platforms.
  • Certified Fund Raising Executive (CFRE) credential.
RESPONSIBILTIES
Essential Functions and Primary Responsibilities:
  • Provides coaching, performance management, and disciplinary action as needed.
  • Preserves confidentiality in all personnel matters.
  • Designs and executes a comprehensive fund development strategy, including annual giving, major gifts, planned giving, corporate and foundation partnerships, special campaigns, and capital campaigns.
  • Sets and manages annual fundraising goals and budgets in partnership with the President and Chief Executive Officer, Chief Operations Officer and Chief Financial Officer and reports regularly to the Board of Directors on progress against targets.
  • Cultivates, solicits, and stewards a portfolio of major donors, foundations, corporate partners, and key philanthropic supporters.
  • Oversees grant strategy and pursuit in coordination with program leadership, including identifying funding opportunities aligned with Harbor’s behavioral health and vocational service lines.
  • Plans and executes donor events, capital campaigns, and signature fundraising initiatives across Harbor’s markets.
  • Builds and sustains relationships with community leaders, civic organizations, employers, referral partners, employees, program alumni, and families to expand Harbor’s reach, reputation, culture, and public advocacy.
  • Represents Harbor at community events, coalitions, and public forums and serves as a visible ambassador for Harbor’s mission and impact.
  • Partners with program and Human Resources leadership to support employee engagement efforts tied to Harbor’s mission and Core Values in Action.
  • Collaborates with Director of Marketing on Harbor’s brand strategy, external communications, and marketing across digital, print, public relations, and other communication channels.
  • Ensures consistent, mission-aligned storytelling that reflects the experiences of individuals served and the impact of Harbor’s programs.
  • Guides crisis and public communications in partnership with the President and Chief Executive Officer, Director of Marketing, and executive team, as needed.
  • Cultivates relationships with elected officials, regulatory bodies, ADAMHS boards, Medicaid and CCBHC stakeholders, and coalition partners relevant to Harbor’s service areas.
  • Monitors the funding, regulatory, and philanthropic landscape for opportunities and risks affecting Harbor’s mission and revenue diversification.
  • Hires, trains, supervises, coaches, develops, and evaluates assigned development and community engagement staff; provides performance management and disciplinary action as needed.
  • Holds regular 1:1 meetings with direct reports and routine team meetings to ensure alignment and communication.
  • Serves as an active member of the senior leadership team and contributes to Harbor’s strategic and annual operating plans, including EOS/Traction planning processes.
  • Establishes and tracks key performance indicators for development and engagement activities and presents outcomes to the President and Chief Executive Officer and Board of Directors.
  • Manages the department’s operating budget and ensures sound stewardship of philanthropic resources.
  • Preserves confidentiality and exercises sound judgment, integrity, and discretion in personnel, donor, and organizational matters.
  • Ensures compliance with applicable organizational policies and union contract provisions when supervising union positions.
