The Island County Elections Office is seeking an experienced Voter Registration Specialist to support the Elections Supervisor in daily operations. You will conduct all aspects of voter registration, maintain the voter database, and assist with election services and administration.

You will train temporary election workers, help plan voter registration events, develop procedures to stay compliant with state law, and prepare candidate information packets and training materials as needed.

Qualifications

  • Two years of college or vocational training in a related field.
  • Three years of administrative support experience, two at lead level.
  • Elections related experience preferred.
  • Ability to pass a Washington State background check.
  • Must lift 30 lbs. frequently.
  • Valid Washington State Driver's License and insurance.

Description du poste

This is the principal voter registration position in the Auditor's Elections Office and provide back up and support with the administrative work to assist the Elections Supervisor in the daily operations of the Elections Office. Primary responsibility: conducting all aspects of voter registration functions for Elections Department; maintain current voter registration database; conduct other election and administrative functions as necessary; perform periodic supervision of temporary elections workers as necessary.

  • Plans, organizes and performs all aspects of voter registration work. Interacts with the public, candidates, agencies and groups conducting voter registration. Effectively participates in the processing of election ballots and all aspects of election functions.
  • Assists in training temporary election workers in areas related to Voter Registration/Election Services.
  • Assists the Election Supervisor in programming and developing the ballot and election set up; planning voter registration events during the year; Voter registration program development including prioritizing of work; redesigning forms and developing processes and procedures in compliance with statute when necessary.
  • Prepares or assists in the preparation of candidate information packets, training manuals; verifies accuracy and logic of technical information including the Online Voters Guide, inserts and ballots; assists with creation of forms or redrafting of existing to meet new requirements when changes in election laws occur.
  • Assists in the development and presentation of community outreach activities including disability accessibility voting, voter education programs in schools, registration of voters, and production and distribution of voter pamphlets.
  • Provides current statistical and background information to the SOS Office Voter Outreach and Election Division for media, political officials, other agencies and the general public by telephone, correspondence or in person.
  • Prepares or assists in planning and preparing for current and future elections, including election management system setup, ballot layout, programming and testing of tabulation equipment and mail ballot processing.
  • Performs other election related duties as required, including but not limited to back up to the Election Supervisor in all aspects of election work and functions.
Voter Services
  • Conducts all functions of Voter Services in compliance with state statute including voter data input, issuing voter registration cards, database management including changes required by Office of Secretary of State.
  • Prepares or assists in the elections and voter database management for special purpose taxing districts for election related services provided by the Elections Office.
  • Prepares or assists the Elections Supervisor in the processing of election vouchers and maintenance of accurate accounting records of election expenses.
  • Performs other related duties as needed.
Election Services
  • Oversees voter registration as it pertains to the functions of Election Services.
  • Assists the Election Supervisor with records retention of documents and compliance with statutory schedule for retention and destruction.
  • Performs other related duties as needed included but not limited to: inventory of election and voter registration supplies; maintaining workflow schedule within office during elections; assisting temporary election workers as needed.
Knowledge of:
  • WA State political system and local, state and federal government laws, policies, rules, regulations and operating procedures governing elections.
  • Legal guidelines and requirements for access to the ballot by voters and candidates.
  • MS Office WORD and Excel with a high level of experience and competency.
Ability to:
  • Recruit, train, and evaluate the work of others.
  • Understand and comply with state laws related to the requirements of elections and voter registration.
  • Maintain the confidentiality and integrity of the election process.
  • Organize, prioritize and coordinate many activities concurrently.
  • Possess exceptional written and verbal communication skills; make effective public presentations.
  • Use appropriate discretion and tact in communicating with the media, political officials, governmental agencies and others involved in the election process.
  • Work independently, often under pressure, under the view of the public.
  • Present a professional business casual appearance in the office.
  • Exhibit initiative sufficient to assist the Auditor's Office in meeting its objective of achieving a superior level of customer and public service through honest and ethical behavior.
  • Must be highly skilled and knowledgeable in the use of standard electronic office equipment including computers, multiple software databases and large database management. Exceptional speed and accuracy required to perform the duties of the position.
  • Two (2) years of college or vocational training in a related field such as political science, public administration, or business and three (3) years of administrative support experience, two (2) of which must be at the supervisory or lead level; OR any equivalent combination of training and/or experience which provides the required knowledge and abilities. Elections related experience is preferred.
  • Ability to acquire and maintain a Washington State Certificate of Election Administrator within 3 years of employment. Current certification is preferred.
  • Must be able to pass a public employee background check.
  • Must be able to lift 30 lbs. without assistance on a frequent basis.
  • Must be able to perform repetitive manual tasks for extended periods of time.
  • Duties require lengthy periods of sitting or standing to perform the required tasks.
  • Must possess a valid Washington State Driver's License.
  • Must have and maintain current vehicle insurance as required in Washington State.
