General Responsibilities |
Under the general direction of the Executive Producer of Dragon Media, the Video Production Engineer leads the design, installation, maintenance, and evaluation of all video and podcast production facilities, including studios and master control. This role ensures the seamless operation and technical integrity of the department's 24/7 multimedia production infrastructure. The Engineer also guides future technology integration and upgrades, maintains system performance, and ensures compliance with cybersecurity and institutional standards.

Work Performed |
- Design, install, upgrade, and maintain all systems and equipment in a fully networked video and audio production, post-production, and cablecast environment.
- Troubleshoot and repair technical issues in video and podcast production systems to ensure optimal performance of signals and equipment, including cameras, switchers, servers, character generators, and related technology.
- Maintain, upgrade, and ensure compatibility of server-based and software-based systems for studio production, post-production, and on-air broadcasting.
- Provide hands-on engineering support for studio, livestreaming, and remote field productions.
- Serve as the primary liaison with HCC's Office of Facilities and Office of Information Technology to coordinate infrastructure issues, equipment integration, and system security.
- Recommend and manage budgets for equipment replacement and maintenance, including items funded through HCC and the Howard County PEG (Public, Education, and Government) grant.
- Develop preventative maintenance procedures and ensure the electronic and operational integrity of all facility equipment.
- Deliver training for staff and student workers or coordinate vendor-led sessions on equipment operation.
- Prepare and evaluate bid specifications for equipment purchases; assess vendor proposals and recommend contract awards.
- Operate and/or direct the use of equipment during digital recording and livestreamed productions across multiple formats and platforms.
- Maintain and update Standard Operating Procedure (SOP) documentation for all production systems.
- Collaborate with the Digital Content and Traffic Manager to manage two PEG access channels.
- Draft, update, and organize technical documentation, including system design diagrams and as-built engineering drawings.
- Perform other duties as assigned to support department goals.

Education & Experience:
- Bachelor's degree in a related field and a minimum of five (5) years of experience in broadcast engineering; OR a combination of education, industry certifications, and at least three (3) years of hands-on experience in a professional video production environment.
Technical Knowledge:
- Comprehensive understanding of digital video and podcast systems, including nonlinear editing, digital storage, media servers, and IT/networked production environments.
- Skilled in system integration, installation, alignment, and technical troubleshooting.
- Knowledge of current cybersecurity protocols in digital media environments.
- Ability to interpret schematics, wiring diagrams, and complex technical documentation.
- Experience leading system upgrades and evaluating technology solutions.
Soft Skills:
- Excellent troubleshooting and problem-solving abilities; works well independently under tight deadlines.
- Strong verbal and written communication skills.
- Highly organized with strong multitasking capabilities and attention to detail.
- Proficiency in Microsoft Office Suite and media-related asset or project management tools.
