Job summary

Metropolitan Transportation Authority is seeking a Vice President, Project Controls Executive to lead all project controls for the Delivery/Infrastructure division. You will set policy, govern cost estimating, scheduling, and risk management for the $64 billion capital program, guiding staff and contractors and aligning with executive strategy.

The role is based at 2 Broadway with regular hours plus after-hours and travel as required; telework is available one day per week.

Qualifications

  • Bachelor's degree in Engineering, Architecture, Construction, or Project Management, Business Administration, Transportation, or related field.
  • Master's preferred.
  • Minimum of sixteen (16) years of related experience.
  • At least ten (10) years in a management or supervisory role and/or project manager role in a large, multi‑faceted organization.
  • Licensed Professional Engineer or Registered Architect desirable.
  • PMI-SP, EVP, CCP, or CPE Certifications desirable.
  • Significant experience in project management for major construction projects or highly complex systems.
  • Substantial experience leading and managing contractors, subcontractors, or vendors.
  • Excellent communication and interpersonal skills.
  • Ability to build relationships and work collaboratively with stakeholders at all levels.
  • Ability to work in a high‑profile, high‑pressure environment.
  • Focus and the ability to deliver on results, organizational effectiveness, and continuous improvement.
  • Proven leadership as a change agent and creative/innovative thinker with alignment of goals and solutions.
  • Excellent team‑building, listening, problem‑solving, and prioritization skills.
  • Alternative Delivery experience preferred.

Responsibilities

  • Responsible for program control activities for the Project's entire lifecycle (planning through handover).
  • Assist Project Management in escalated cost estimates, schedules, change orders, claims, time extensions, and disputes.
  • Evaluate actual performance, identify risks, and provide trends and mitigation strategies.
  • Review financial reports using actual costs, forecast spends, and final costs against funding.
  • Provide insights into conceptual estimates and durations for projects/programs.
  • Establish continuing education for all project control teams' skill development.
  • Create innovative solutions to help teams understand project health for quick decisions.
  • Accountable for leadership, technical compliance, and continuous improvement of Program Controls.

Agency Mission

MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

S ummary

The Vice President, Project Controls, has broad authority over the functional group's strategy, governance, and direction. The incumbent has complete decision-making authority over the functional group within the organization's general policies, principles, and ultimate goals. In addition, the person in this role has the latitude to consider organizational direction. Can fully define policies, practices, standards, and guidelines for the entire Project Controls functional group. The person in this role is a well-respected industry fellow in program/project controls responsible for all aspects of program controls activities for C&D (cost estimating, cost control, scheduling, and risk management) for the entire capital program. Works within the Infrastructure Department and sets new Project controls, policies, and procedures for all staff.

Responsibilities
  • Responsible for program control activities for the Project's entire lifecycle (planning phase through handover to operating owner).
  • Assists the Project Management team in making decisions for escalated items related to cost estimates, schedules, change orders, claims, time extension requests, and disputes.
  • Evaluates actual project performance, risk identification/mitigation, and recovery plans on a program level and provides Delivery Office trends, drivers, mitigation strategies.
  • Reviews and identifies escalated items related to financial reports using actual cost information, forecasted spend per project schedules, and estimated final costs against approved contract funding.
  • Provides insights into overarching reviews for conceptual estimates and durations for projects/programs.
  • Establishes continuing education for all project control teams' skill development.
  • Creates innovative solutions to assist project management/delivery teams in understanding their Project's health, enabling them to make quick decisions.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
