Job summary

Philadelphia Housing Authority seeks an experienced director-level professional to oversee the rehabilitation of vacant housing units and manage a team of operations project managers and external contractors.

You will ensure adherence to HUD and PHA standards, coordinate complex schedules, and drive strategies to shorten rehab timelines while maintaining quality across multiple projects.

Qualifications

• Bachelor’s degree with a minimum of five years of directly related experience, or an equivalent combination of education and experience.
• Ability to read, write, and understand blueprints and architectural drawings.
• Must possess a valid driver’s license and CM designation or equivalent.

Responsibilities

• Oversee end-to-end rehabilitation of vacant units in compliance with HUD and PHA standards.
• Supervise Operations Project Managers and external general contractors.
• Manage material ordering, scheduling, coordination, and progress tracking.
• Inspect completed units for quality and compliance with standards.
• Prepare funding requests, track capital needs, and review invoices.
• Develop policies to minimize vacant unit turnaround and manage multiple projects.
