Job summary

CEDA is seeking a Utility Program Manager to lead operations for utility-funded energy efficiency programs and expand impact across Illinois.

The role focuses on managing day-to-day program operations, contractor coordination, and robust reporting to drive efficiency, quality, and scalable growth within a compliant, fast-paced environment.

Qualifications

  • 3+ years in utility or energy efficiency program operations or management.
  • Experience coordinating with contractors or implementation partners.
  • Strong reporting, data tracking, and program performance management.
  • Excellent written and verbal communication with stakeholders.

Responsibilities

  • Manage day-to-day operations of utility energy efficiency programs, including the Whole Home Electric (WHE) program.
  • Serve as the primary point of contact between CEDA and implementation contractors.
  • Track production, performance metrics, and program progress.
  • Coordinate with contractors, QA/QC teams, and internal staff to ensure work is completed accurately and on time.
  • Lead weekly operations meetings, track action items, and ensure follow-through.
  • Monitor program pipeline, identify bottlenecks, and drive solutions.
  • Ensure timely and accurate reporting, data entry, and documentation (Salesforce or similar systems).
  • Oversee QA/QC workflows, including inspections, corrective actions, and project closeout readiness.
  • Analyze performance data to identify trends and improve program efficiency.
  • Support program expansion efforts and increased production volume.
  • Collaborate with leadership to improve processes and scale operations.
  • Perform other duties as assigned.

CEDA (Community and Economic Development Association) is a mission-driven nonprofit dedicated to helping communities thrive and fighting poverty. We are seeking a Utility Program Manager to join our Expansion team and lead operations for utility-funded energy efficiency programs.

This role is ideal for someone who thrives in a fast-paced environment, enjoys managing operations and contractor performance, and wants to play a key role in expanding impactful energy programs across Illinois.

What You’ll Do:
  • Manage day-to-day operations of utility energy efficiency programs, including the Whole Home Electric (WHE) program

What We’re Looking For:
Required:
  • 3+ years of experience in:
  • Utility programs
  • Energy efficiency programs
  • Operations or program management in a compliance-driven environment
  • Experience working with contractors or implementation partners
  • Strong experience with reporting, tracking metrics, and managing program performance
  • Must have reliable transportation, valid driver’s license, and insurance.
Preferred:
  • Experience with utility rebate programs (ComEd or similar)
  • Familiarity with single-family and multifamily energy efficiency programs
  • Knowledge of QA/QC processes and compliance requirements
  • Experience with tools such as Salesforce, Smartsheet, Asana, or Power BI
  • Background in energy efficiency or building science
  • BPI Certification or similar
  • Strong leadership and coordination skills
  • Excellent communication and stakeholder management abilities
  • Advanced organizational and multitasking skills
  • Analytical mindset with the ability to interpret data and drive decisions
  • Problem-solving skills with the ability to manage operational challenges
  • Ability to manage multiple workflows and priorities simultaneously
  • High attention to detail and data accuracy
