Job summary

The City of Casselberry is seeking a Utility Maintenance Worker to assist in the installation, maintenance, and repair of water and wastewater systems. This role involves routine work under supervision, ensuring the functionality of essential services. Candidates should have a high school diploma and relevant experience, with the ability to operate heavy equipment and communicate effectively. A valid Florida Class B CDL is required within the first six months of employment.

Job description

The Utility Maintenance Worker is responsible for participating in the installation, maintenance, and repair of water mainlines, refuse lines, lift stations, wastewater collection systems and other work in connection with the water and wastewater collection system operations for the City of Casselberry. The Utility Maintenance Worker performs routine work well covered by existing policies, procedures or instructions and supervision is readily available.Provides service and maintenance of water quality and sewer function. (80%)

  1. Installs and repairs potable and reclaim water mains and water service lines.
  2. Performs installation of water service lines, water meters and meter boxes for customer water supply and water consumption monitoring.
  3. Participates in the preventative maintenance services on water valves located on water main lines.
  4. Participates in the install, repair and preventative maintenance services on fire hydrants for firefighting department.
  5. Participates in the install, repair and preventative maintenance services on sewer force mains, gravity lines and sewer laterals.
  6. Responds timely to requests and work orders.

Provides preventative maintenance and repair to the lift stations. (15%)
  1. Participates in the preventative maintenance of lift stations, verifies run times, inspects station and wet wells, and inspects generators and fluid levels on generators.
  2. Performs preventative maintenance on pumps, valves (i.e. gate, check, and plug), electrodes, and solenoids.
  3. Participates in the maintenance of control units, control panels and devices; removes, replaces and reprograms pump control units (PCU), telemetry control units (TCU), and control panels.
  4. Verifies and tests voltage and amp transmitting to and from lift station.

Additional Duties and Responsibilities (5%)
  1. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
  2. Follows safe working practices and has a working knowledge of safety practices and procedures.
  3. Performs after-hours/on-call rotation to respond to emergency repairs.
  4. Maintains facility and equipment for cleanliness and ongoing functionality.
  5. Replaces sod in assigned area.
  6. Restores asphalt and concrete in assigned area.
  7. Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee.
  8. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
  9. Participates in department meetings, staff meetings and other related activities.
  10. Maintains, preserves, retains, and disposes public records pursuant to FS Chapter 119.

Emergency Management Role
  1. Participates as a member of the City staff as required to take action in the event of an emergency.
  2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City’s fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works Department may be responsible for the maintaining and/or rapidly restoring the operability of the City’s water and sewer systems.

  1. Education and Training:A High School Diploma or G.E.D. preferred.
  2. Experience:A minimum of up to one (1) year experience in water industry, sewer industry or related field is required. A comparable combination of education and experience may be considered.
  3. Certificates, Licenses and/or Registrations Required:Must possess and maintain a valid Florida Class B (with tanker and air brakes endorsement) CDL Driver’s license which may be obtained within the first six (6) months of employment. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  4. Security Clearance: Florida Department of Law Enforcement background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge of local, state and federal regulations affecting work.
  • Knowledge of departmental rules, policies and procedures.
  • Knowledge of safety procedures for construction and repair of water and wastewater mains, reuse, and related construction projects.
  • Knowledge of the methods, materials, equipment, and techniques used in the installation, repair and maintenance of water, reuse and wastewater systems and related equipment.
  • Knowledge of the methods, practices, tools, materials and equipment of the pipe laying trades.
  • Knowledge of Central Square/NaviLine or similar utilities and work management software.
  • Knowledge of Supervisory Control and Data Acquisition (SCADA) or similar software.
  • Knowledge of ArcMap or similar geographic information system software.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to understand and follow written and oral instructions.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to operate a motor vehicle and heavy equipment.
  • Ability to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel.

  1. Work Environment: This position performs the duties in a field setting. The noise level in the work environment is loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, traffic hazards, fumes or airborne particles, noise extremes, slippery or uneven surfaces, and confined spaces. Occasionally, this position may be exposed to risk of electrical shock/explosives.
  2. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, driving, time sitting, using hands to handle or feel and reaching with hands and arms. Occasionally this position will be required to climb or balance, jump, run or throw. In addition, this position may be required to occasionally lift and carry up to one hundred (100) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
  3. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Back hoe, track hoe, dump truck, city vehicle, Vac-Con, Smith Tapping Machine, pipes and applicable valves, hand tools (hammer, wrenches, screw drivers, etc.), power tools (compressor, jack hammer, chain saw, etc.), cell phone, computer and printer.
  4. Employee Infection/Exposure Risk Classification: Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however, employment may require performing unplanned Category I tasks. The normal work routine involves no exposure to blood, body fluids or OPIM, but potential exposures may be required as a condition of employment.
