Job Description:

Job Overview: The Utilities Design Manager will supervise and coordinate all design works related to utilities for major transportation projects (minimum $250 million per project) with a utility relocation budget of at least $50 million. The UDC will coordinate a team of design consultants and provide technical oversight during utility planning, design, and construction stages.

Responsibilities and Duties:

  • Coordinate utility consultants in preparing tender design works.
  • Manage and coordinate the selected utility design consultants to deliver tender design products.
  • Attend and manage utility meetings with construction, contracting staff, and utility owners to coordinate utility issues, including agreements, designs, conflicts, and meeting documentation.
  • Coordinate utility design and incorporate Project Utility Adjustment Agreement (PUAA) language into tender deliverables.
  • Identify utilities and implement conflict resolution strategies, understanding project and legal requirements.
  • Review owner’s documents, define existing utilities inventory, and maintain utility owner contact matrices.
  • Identify additional utilities not listed in SUE, determine need for further investigation, and coordinate with consultants.
  • Coordinate conflict analysis with design discipline leads, maintain conflict matrices, and update as design evolves.
  • Work with the Tender Design Manager and discipline leads to maximize utility conflict avoidance.
  • Manage utility relocation preliminary design development and review utility concept plans using conflict analysis spreadsheets.
  • Coordinate with team members to determine cost-effective conflict resolutions.
  • Review property interest information, prepare property matrices, and support easement acquisition processes.
  • Develop engineer’s estimates for utility relocation costs and schedules.

Qualifications:

  • Graduated from an accredited college or university with at least a Bachelor of Science Degree in Civil Engineering or MEP.
  • Relevant experience in highway design and construction projects.
  • Minimum of five (5) years of utility coordination experience on public/private partnership or design-build projects.
