Job summary

Texas Tech University Health Sciences Center, Division of Rural Affairs (DoRA), seeks an Unit Manager to serve as a central financial resource guiding staff and programs with tools and compliant fund management.

You will coordinate with TTUHSC departments and external partners to ensure accurate records, budgets, and funding proposals while supporting division efficiency and accountability.

Qualifications

  • Bachelor's degree plus three years of supervisory experience OR seven years total experience in relevant financial roles.
  • Preferred qualifications include Degree in Accounting / Analytical Skills / Grant Writing / Detail oriented.

Responsibilities

  • Verifies invoices with regard to contract type, charges, does calculations, prepares voucher/cover letter, processes for payment by Projects, Grants, and Accounting, and verifies payment coding.
  • Manages all components of state, federal, local, and sponsored funding within the institute by following regulations and guidelines for grants and contracts.
  • Assists in preparation of budgets, associated financial reports, and funding proposals.
  • Maintains payroll listing by preparing annual electronic Personnel Action Forms (ePAFs) for salary changes.
  • Serves as liaison between DoRA management and TTUHSC Accounting, Purchasing, Sponsored Programs, Accounts Payable, Travel, and other departments, as well as external partners.
  • Responsible for final financial closeout for assigned funds, including compliance review and accounting adjustments.

The Unit Manager is a central financial resource within the Division of Rural Affairs (DoRA), directed by the Managing Director of Finance and Administration and in alignment with the Office of the Senior Vice President for the Division of Rural Affairs. This role ensures that staff and programs have access to the physical, digital, and organizational tools necessary to perform their work effectively. The position supports Division efficiency, accountability, and compliance by maintaining accurate records, coordinating with internal teams and external partners, and promoting responsible fund management across all units.

Major/Essential Functions
  • Verifies invoices with regard to contract type, charges, does mathematical calculations, prepares voucher/cover letter, processes for payment by Projects, Grants, and Accounting, and verifies payment coding.
  • Manages all components of state, federal, local, and sponsored funding within the institute by following regulations and guidelines for grants and contracts. Assists in preparation of budgets, associated financial reports, and funding proposals.
  • Maintains payroll listing by preparing annual electronic Personnel Action Forms (ePAFs) for salary changes.
  • Serves as liaison between management of DoRA, ITDI, FMHIRCH, and TTUHSC Accounting, Purchasing, Sponsored Programs, Accounts Payable, Travel, Purchasing Card, other departments, as well as external partners and contractors.
  • Responsible for the final financial closeout for assigned set of funds including final compliance review, correspondence with faculty, and any needed accounting adjustments. Follows grant award financial requirements.
  • Other duties as assigned by the Managing Director.
Required Qualifications

Bachelor's degree plus three years of supervisory experience OR a combination of education and/or supervisory experience to equal seven years.

Preferred Qualifications
  • Degree in Accounting or related field / Analytical Skills / Grant Writing / Detailed oriented.
  • Knowledge of Fund Balance Accounting and State Accounting principles and practices.
  • Experience with Banner and Cognos as it relates to reconciling department records.
  • Experience with TechBuy, Direct Pay, Travel, etc.
