Position Summary

The Unclaimed Property Fraud Investigations Manager is a leadership-level position responsible for overseeing the strategy, operations, and continuous improvement of fraud detection and deterrence within the Unclaimed Property Division. This role directs the development and execution of fraud‑prevention practices, supervises investigative workflows, and ensures the consistent application of standards across all claim-review activities. The manager provides expert guidance on complex fraud and finder cases, leads training initiatives, establishes performance expectations, and collaborates with internal and external stakeholders to safeguard the integrity of the claims process. This position plays a critical role in protecting the State of Illinois from fraudulent claims and ensuring rightful owners receive their property efficiently. Attendance is an essential function of this position.

Duties and Responsibilities

• Leads the administration, accuracy, and strategic advancement of fraud‑monitoring systems, including the KAPS Fraud Table, Finder Table, Kelmar Fraud Index (KFI), and related applications
• Oversees the resolution of escalated KFI issues and authorizes final decisions on the approval or denial of fraud‑related or finder‑related claims
• Ensures daily review and analysis of KFI reports, delegating or generating JASPER and supplemental reports as needed
• Supervises and mentors staff in fraud detection, investigative research, and claims‑review procedures
• Designs, develops, and delivers training materials and ongoing professional development programs related to fraud detection and prevention
• Establishes performance standards, monitors team productivity, and ensures consistent quality and compliance across all investigative functions
• Oversees complex fraud investigations using internal systems and external research tools, including LexisNexis, Secretary of State databases, and public‑record resources
• Ensures thorough research and documentation of claims, properties, and claimant information in accordance with legal and procedural requirements
• Provides authoritative guidance on claim anomalies, potential fraudulent activity, and procedural interpretations
• Serves as a liaison to internal departments, legal representatives, external finders, and the public regarding fraud‑related inquiries and procedural guidance
• Receives guidance and directives relating to unclaimed property litigation efforts from the legal department. Keeps supervisor and Chief of Unclaimed Property informed of such guidance and directives
• Performs other duties as assigned or required which are reasonably related to the duties enumerated above

Specific Skills

• Advanced proficiency in Microsoft applications, especially Excel, and the ability to oversee technical system enhancements
• Exceptional communication and interpersonal skills, with the ability to represent the division in stakeholder discussions and escalated inquiries
• Strong analytical and investigative abilities, including expert‑level web‑based and public‑record research
• Demonstrated leadership, team‑building skills, and the ability to manage sensitive information with discretion
• Knowledge of the application of internal control concepts to plan, perform, manage, and report on the evaluation of various business processes.
• Ability to analyze the records of business organizations or individuals by examining records.
• Familiarity with unclaimed property including knowledge of the Illinois Revised Uniform Unclaimed Property Act and accompanying rules.
• Ability to maintain satisfactory working relationships and communicate effectively with all levels of staff and the general public.

• Experience examining and identifying fraudulent documentation
• Ability to work in an enclosed high security setting

Education and Work Experience

Bachelor’s degree in accounting, criminal justice or other related field required; Certification as a Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA) or other fraud related designation desired; three (3) or more years of related unclaimed property industry experience; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to carry out the duties of the position.
