The Youth Connection Career Academies (TYCCA) seeks a Youth Advisor/Case Manager to provide participant-centered case management for youth ages 14–24 in Detroit. You will manage a caseload and guide education, employment, credentials, retention, and program completion.

You will develop individualized ISS for each participant, maintain regular contact (min. twice monthly), identify barriers like transportation or housing, and collaborate with schools, employers, and partners to expand resources

Qualifications

  • Bachelor's degree in social work, psychology, counseling, education, human services, workforce development, or a related field preferred.
  • Case management, youth development, workforce development, or related experience with youth and young adults ages 14–24 required.
  • Knowledge of WIOA youth programming, workforce development, career pathways, supportive services, and community resources preferred.
  • Demonstrated ability to engage and motivate out-of-school, disconnected, and/or opportunity youth and young adults with barriers.
  • Strong organizational, documentation, communication, problem-solving, time-management, and follow-through skills.

Responsibilities

  • Maintain an assigned caseload and engage participants, progress monitor, retain, document, and follow-up.
  • Develop, implement, and update each participant's ISS with measurable goals.
  • Maintain regular contact at least twice monthly and re-engage participants as needed.
  • Identify disengagement risks and implement re-engagement strategies.
  • Assess barriers to education and employment (transportation, childcare, housing, food insecurity, mental health).
  • Maintain audit-ready participant files, case notes, and required documentation.
  • Build relationships with schools, community organizations, and partners for TYCCA resources.
  • Participate in outreach, recruitment, and community activities.

Position Summary

The TYCCA Youth Advisor/Case Manager provides comprehensive, participant-centered case management services to youth and young adults ages 14–24 enrolled in The Youth Connection Career Academies (TYCCA). The Youth Advisor is responsible for maintaining an assigned caseload and actively engaging participants to promote successful education, employment, credential attainment, retention, and program completion outcomes.

Essential Responsibilities And Duties
Case Management & Participant Engagement
  • Maintain an assigned caseload and take primary responsibility for consistent participant engagement, progress monitoring, retention, documentation, and follow-up.
  • Develop, implement, monitor, and regularly update each participant's Individual Service Strategy (ISS), establishing measurable education, employment, career, and personal development goals.
  • Maintain regular and meaningful contact with assigned participants, with a minimum of twice-monthly documented contact and more frequent contact based on participant needs, program activities, and risk of disengagement.
  • Proactively identify participants who are missing activities, becoming disengaged, or not progressing toward established goals and implement appropriate re-engagement strategies.
  • Conduct participant assessments and identify barriers to education and employment, including transportation, childcare, housing, food insecurity, mental health/wellness, and other supportive service needs.
  • Maintain professional boundaries while developing supportive, respectful relationships that encourage participant accountability and self-sufficiency.
Education, Career & Workforce Development
  • Provide career planning, coaching, life skills development, job-readiness assistance, and postsecondary education and training guidance.
  • Ensure participants engage in appropriate TYCCA activities including career readiness, life skills, occupational training, credential attainment, job shadowing, work-based learning, employment preparation, and other required program activities.
  • Coordinate closely with the Job Developer & Employment Training Coordinator to assess participant interests, skills, employment readiness, training needs, and placement opportunities.
In School Youth (ISY) & Out of School Youth (OSY) Participant Services
  • Provide individualized case management appropriate to the different needs of In-School Youth (ISY) and Out-of-School Youth (OSY).
  • Ensure OSY remain actively engaged in education, training, employment preparation, credential attainment, work-based learning, job search, employment, and/or other activities identified in their ISS.
  • Coordinate regular TYCCA engagement for ISY, including participation in career exploration, job readiness, life skills, training, job shadowing, work experiences, and preparation for future employment and postsecondary opportunities.
  • Work with participants, families when appropriate, schools, employers, and community partners to address barriers that interfere with successful participation.
  • Maintain complete, accurate, timely, and audit-ready participant files, case notes, service documentation, attendance records, supportive service records, credentials, employment information, and other required documentation.
  • Develop and maintain relationships with schools, community organizations, educational institutions, training providers, and other partners that can provide resources and opportunities for TYCCA participants.
  • Participate in outreach, recruitment, orientation, presentations, and community activities as assigned.
Required Job Knowledge, Skills & Abilities
  • Bachelor's degree in social work, psychology, counseling, education, human services, workforce development, or a related field preferred. Relevant education and demonstrated experience may be considered.
  • Case management, youth development, workforce development, or related experience working with youth and young adults ages 14–24 required.
  • Knowledge of WIOA youth programming, workforce development, career pathways, supportive services, and community resources strongly preferred.
  • Demonstrated ability to engage and motivate out-of-school, disconnected, and/or opportunity youth and young adults who may face multiple barriers to education and employment.
  • Strong organizational, case documentation, communication, problem-solving, time-management, and follow-through skills.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and other electronic case management/documentation systems.
Conditions Of Employment
  • Work primarily forty (40) weekday hours, including occasional evenings and weekends based on participant and program needs.
  • Successful completion of required background checks and clearances.
  • Valid driver's license, proof of automobile insurance, and reliable transportation.
  • Ability and willingness to travel throughout Detroit and the surrounding area for participant services, worksite visits, meetings, outreach, and program activities.
