Job summary

The Youth Connection Career Academies (TYCCA) seeks a Job Developer & Employment Training Coordinator to create employment opportunities for youth and OSY in Detroit. You will liaise with employers, arrange placements, and support participants with job readiness and career planning.

You will develop work-based learning experiences, lead workshops, and monitor outcomes to meet WIOA and contractual targets while traveling across Detroit and surrounding areas.

Qualifications

  • Bachelor's degree preferred; relevant experience may be considered in lieu of degree requirements.

Position Title: The Youth Connection Career Academies (TYCCA) JobDeveloper & Employment Training Coordinator

Reports To: TYCCA Division Director

Date Written/Revised: August 2026

Salary: $48,000 - 55,000 + Benefits

The TYCCA Job Developer & Employment Training Coordinator develops employment, work-based learning, apprenticeship, training, and career advancement opportunities for youth and young adults enrolled in The Youth Connection Career Academies (TYCCA). Working primarily with Out-of-School Youth (OSY), the Job Developer collaborates with Youth Advisors/Case Managers to prepare participants for employment, secure placements, support retention, and conduct employment-focused post-exit follow-up.

The position serves as TYCCA's primary liaison with employers and industry partners and contributes directly to the achievement of WIOA and contractual performance outcomes.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
Employer Development & Job Placement:
  • Develop and maintain relationships with employers, industry associations, apprenticeship programs, training providers, workforce partners, unions, and public agencies to build an active pipeline of employment and career opportunities.
  • Match qualified participants with employment, apprenticeships, occupational training, internships, and other opportunities aligned with their skills and career goals; coordinate referrals, interviews, placements, and employer follow-up.
  • Conduct employer outreach and site visits, represent TYCCA at workforce and community events, and develop partnerships in high-demand industries offering competitive wages and career advancement.
Youth Employment & Career Development:
  • Assess OSY participants' employment readiness, career interests, skills, barriers, and goals and collaborate with Youth Advisors/Case Managers to support participants' Individual Service Strategies and career plans.
  • Provide individual and group employment preparation, including job search, resumes, applications, interviewing, workplace expectations, professionalism, and job retention.
  • Develop and facilitate employment-readiness workshops, mock interviews, employer panels, hiring events, career fairs, employer visits, and career exploration activities.
Employment Retention & Follow-Up:
  • Collaborate with Youth Advisors/Case Managers on required post-exit follow-up, with primary responsibility for the employment and retention component.
  • Monitor employment retention, provide coaching and intervention to address workplace barriers, and communicate with employers, when appropriate, to support successful employment.
  • Assist participants requiring re-employment and identify opportunities for wage progression, credentials, career advancement, or continued education while maintaining required employment and follow-up documentation.
Work-Based Learning & Program Support:
  • Develop and coordinate paid work experiences, internships, job-shadowing, pre-apprenticeships, apprenticeships, and other work-based learning opportunities, including required worksite monitoring.
  • Serve as the lead for summer youth employment, coordinating employment opportunities, worksites, participant placements, and required monitoring.
  • Support participants' transition from subsidized or temporary employment to unsubsidized employment and participate in targeted OSY outreach and recruitment.
Documentation, Performance & Team Collaboration:
  • Maintain accurate and timely documentation of employer contacts, referrals, placements, employment outcomes, retention, and participant follow-up.
  • Participate in case consultation with Youth Advisors/Case Managers and communicate participant progress, employer feedback, placements, and retention concerns.
  • Track employment outcomes, provide reports to the TYCCA Division Director, and support WIOA Youth performance measures, contractual requirements, confidentiality, and program compliance.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of workforce development, employer engagement, job placement, employment retention, career development, and WIOA Youth programs and performance requirements.
  • Experience working with Out-of-School, disconnected, or opportunity youth and young adults with barriers to employment strongly preferred.
  • Demonstrated ability to develop employer relationships and effectively engage, coach, and connect youth with employment and career opportunities.
  • Strong organizational, communication, documentation, and follow-through skills with proficiency in Microsoft Office/365, Google Workspace, virtual platforms, and participant/workforce tracking systems.
EDUCATION, EXPERIENCE & CONDITIONS OF EMPLOYMENT:
  • Bachelor's degree in workforce development, human services, business, education, counseling, social work, human resources, or related field preferred; relevant experience may be considered in lieu of degree requirements.
  • Minimum two years of workforce development, job development, employer relations, career services, youth development, or related experience preferred. WIOA-funded workforce experience is highly desirable.
  • Work primarily forty (40) weekday hours, including occasional evenings and weekends.
  • Valid driver's license, proof of automobile insurance, and reliable transportation.
  • Ability to travel to employer sites, training locations, community events, and participant activities throughout Detroit and the surrounding area.
