Job summary

Dean-Fluor is seeking a TTO Project Manager to supervise and manage change orders for our government client. You will ensure scope clarity, provide accurate estimates, and coordinate activities with subcontractors, trades, and the client to deliver on time and within budget.

The role requires hands-on field experience, the ability to manage multiple small projects concurrently, and responsiveness to urgent needs while consistently meeting deadlines.

Qualifications

• A minimum of 10 years in project management or supervisory roles in government facilities ops/maintenance.
• PM certification is required or preferred (PMP).
• Proven cost estimation and subcontractor management experience.
• Strong analytical and organizational skills.
• Thorough knowledge of codes and regulations.
• Excellent verbal and written communication skills.
• Ability to lead, multitask and present effectively.
• Proficient with MS Project, MS Office, and CMMS.
• Able to coordinate personnel and subcontractors with minimal supervision.
• Security clearance eligibility is required.
• ABET-accredited degree is a plus.

Responsibilities

• Develop a resource-loaded CPM schedule with time-scale logic in MS Project.
• Coordinate and run project kick-off meetings and manage subcontractor scopes.
• Forecast cash flow and manpower needs for projects.
• Read blueprints and project specifications; develop budgets and cost codes.
• Prepare submittals, pricing change orders, and complete project estimates.
• Present proposals and project updates to client personnel.
• Ensure safety regulatory compliance and quality controls.
• Close out as-built drawings, O&M manuals, and training documentation.
• Monitor progress, prepare routine reports on budget, schedule and capacity.
• Identify cost-saving opportunities and implement best practices.
