Job summary

Gemini Industries Inc. is seeking an ER Program Analyst Requirements Manager in Linthicum Heights, MD to support DoD cyber and enterprise management activities.

The role emphasizes requirements management, IMS development, schedule integration, and performance reporting for government programs. The ideal candidate will have a strong background in IMS/EVM, acquisition planning, and the use of Generative AI tools to accelerate tasks.

Qualifications

• Bachelor's degree with 8 years relevant experience, MA/MS with 6 years relevant experience, or PhD with 3 years relevant experience.
• Experience with Integrated Master Schedule (IMS) creation/maintenance and related dependencies, monitoring EVM and portfolio management.
• Experience managing the change life cycle, including identifying, evaluating, approval, monitoring, and documenting changes to established processes and systems.
• Experience leading and/or facilitating requirements development.
• Experience conducting market research and writing requirements documents.
• Applied extensive requirements management expertise across multiple domains.
• Knowledgeable in cybersecurity products, tools, and requirements.
• Knowledgeable in applying Generative AI.

Responsibilities

• Establishes, maintains, and executes Government’s portfolio and requirements management processes with methodologies, tools, and documentation for requirements definition, prioritization, scheduling, cost, and performance tracking.
• Develops and maintains an Intake Log for unfunded Requirements (Section 4, Deliverable 1).
• Produces requirements traceability artifacts including problem statements and operational impacts.
• Prepares RPIB Read-Ahead Reports and delivers to Program Management Chief.
• Prepares and disseminates RPIB meeting minutes.
• Maintains and updates a requirements repository.
• Provides portfolio health summaries monthly.
• Builds and maintains a government IMS using MS Project with WBS adherence.
• Integrates schedules from Government stakeholders into the IMS and ensures logic integrity.
• Conducts critical path and schedule risk assessments monthly.
• Delivers IMS Update Package monthly with variance narratives and milestone metrics.
• Develops CSP metric dashboard with government data; initial delivery 90 days after award.
• Conducts targeted market assessments and reviews tools/equipment specifications for competition.
