Job summary

Taleo in Linthicum Heights, MD seeks an ER Program Analyst Requirements Manager to support the DC3 Enterprise Management and Resources Directorate. You will provide SME analytical, requirements management, and portfolio management support services to PMs and government stakeholders.

The role includes establishing and maintaining IMS, integrating government schedules, performing critical path analyses, and delivering CSP dashboards. Travel is expected at a low level (<10%).

Qualifications

• Bachelor's degree plus 8 years relevant experience, Master's degree plus 6 years relevant experience, or PhD plus 3 years relevant experience.
• Experience with Integrated Master Schedule (IMS) and dependencies, EVM, and portfolio management.
• Experience managing change life cycle and requirements development.
• Experience conducting market research and writing requirements documents.
• Applied requirements management across multiple domains to ensure integration of requirements, operations, and technology.
• Ability to synthesize complex information and generate comprehensive reports for decision-making.

Responsibilities

• Establishes and maintains government portfolio and requirements management processes.
• Develops an Intake Log for unfunded Requirements with metadata and status.
• Produces requirements traceability artifacts and cost/schedule considerations.
• Prepares RPIB Read-Ahead Reports and meeting minutes.
• Maintains a requirements repository and monthly portfolio health summaries.
• Builds IMS using MS Project, delivered within 90 days of award.
