Salary Range: $145–155k

Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:

  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.

  • Master position tasks within 60 days and exceed requirements within 90 days.

  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:

The ER Program Analyst Requirements Manager supports Department of Defense Cyber Crime Center (DC3) Enterprise Management and Resources (ER) Directorate providing the PMs and Government stakeholders Subject Matter Expertise (SME) analytical, requirements management, and portfolio management support services. The Program Analyst Requirements Manager collaborates with Program Managers and Directorates to support PPBE activities, requirements intake and adjudication processes, and integrates program execution.

Per PWS section 2.1.1, Enterprise Portfolio Management Artifacts, the Senior Program Analyst Requirements Manager responsibilities include but are not limited to:

  • Establishes, maintains, and executes the Government’s portfolio and requirements management processes by developing, implementing, monitoring, and supporting methodologies, tools, and documentation related to requirements definition, prioritization, scheduling, cost, and performance tracking.

  • Develops and maintain an Intake Log for unfunded Requirements (Section 4, Deliverable 1) capturing submissions, metadata, functional area, estimated cost, procurement vehicle priority inputs, and status in support of the Requirements Prioritization and Investment Board (RPIB).

  • Produces requirements traceability artifacts including problem statements, operational impacts, and preliminary cost/schedule considerations.

  • Prepares RPIB Read-Ahead Reports including analysis, scoring inputs, and decision support documents. This report shall be delivered to the Program Management Chief no later than (NLT) two-business days prior to a scheduled RPIB or as otherwise required (Section 4, Deliverable 2).

  • Prepares and disseminates RPIB meeting minutes NLT two-business days after each RPIB meeting (Section 4, Deliverable 3).

  • Maintains and updates a requirements repository documenting historical decisions, dependencies, and rationale.

  • Provides portfolio health summaries by the last business day of each month identifying bottlenecks, gaps, cross-directorate dependencies, and trends (Section 4, Deliverable 4).

  • Builds and maintains a government-owned IMS using Microsoft (MS) Project, structured around Government-approved Work Breakdown Structure (WBS) standards. Initial IMS shall be delivered 90-calendar days after contract award (Section 4, Deliverable 5).

  • Integrates project schedules provided by Government stakeholders into the IMS, ensuring logic integrity and cross-dependency visibility.

  • Conducts critical path and schedule risk assessments monthly.

  • Delivers an IMS Update Package by the last business day of each month that includes, at a minimum, updated IMS, variance narratives, trend charts, and milestone performance metrics (Section 4, Deliverable 6).

  • Develops a cost, schedule, and performance (CSP) metric dashboard using Government data. The initial dashboard shall be delivered 90-calendar days after contract award (Section 4, Deliverable 7) and updated weekly after dashboard approval has been given by the Government.

  • Conducts targeted market as specified by the Government PMs, assessing technology readiness levels, supply chain lead times, and potential or equal alternatives to brand-name specifications.

  • Collaborates with government subject matter experts (SMEs) to review and refine the specialized tools and equipment’s characteristics and purchase descriptions. Ensure specifications are clear and written to maximize competition wherever possible.

  • Recommends acquisition strategies that addresses factors unique to equipment, including warranty requirements, spare parts availability, training needs, and delivery/installation logistics.

  • Conducts process improvement to optimize pre-award and acquisition planning processes to reduce the end-to-end acquisition/procurement cycle time.

  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.

  • May serve as the ER Task Lead and fill in for the Program Manager on occasion.

Qualifications:

The candidate must have the following qualifications:

  • Bachelor's degree plus 8 years relevant experience in the areas listed below, Master's degree plus 6 years relevant experience in the areas listed below, or PhD plus 3 years relevant experience in the areas listed below.

  • Experience with creating and maintaining an Integrated Master Schedule (IMS) and related dependencies, monitoring Earned Value Management (EVM), and portfolio management.

  • Experience managing the entire change life cycle, including identifying, evaluating, approval, monitoring, and documenting changes to established processes and systems.

  • Specialized experience leading and/or facilitating requirements development.

  • Experience conducting market research and writing requirements documents.

  • Applied extensive requirements management expertise and/or skill across multiple domain to include change lifecycle, requirements development, acquisition, and resource management, to ensure the successful integration of requirements, operations, and technology.

  • Proven ability to synthesize complex information and generate comprehensive reports to support program objectives and inform senior-level decision-making.

The following qualifications are desired:

  • Experience supporting DoW. Intelligence Community, and/or the Air Force (desired).

  • Experience supporting the DC3 (desirable).

  • Experience with assembling, maintaining and using Dashboards.

  • Knowledge and experience with Earned Value Management and project control concepts (desired).

  • Knowledgeable in cybersecurity related products, tools, and requirements (desired).

  • Knowledgeable and skilled in applying Generative AI.
