D2 Technical Services is seeking a Project/Implementation Manager with a TS/SCI clearance to lead mission‑critical IT projects for our intelligence community customer. You will direct the end-to-end lifecycle, align cross‑functional teams, and drive milestones, cost, and technical performance in a high‑stakes environment.

In this role you will manage procurement, timelines, and stakeholder communications, while ensuring quality and mission readiness. Springfield, VA (preferred) or St.

Qualifications

• 5+ years of relevant experience in project or task management.
• Active TS/SCI security clearance (required).
• Experience leading medium to large teams with complex workflows.
• Experience supporting government clients, preferably within the intelligence or defense space.
• Strong communication, planning, and organizational skills.
• Ability to balance multiple priorities while delivering high-quality results.
• Confident working across teams, resolving conflicts, and adapting to shifting priorities.

Responsibilities

• Direct the end-to-end lifecycle of complex IT projects and systems engineering tasks from initiation through delivery.
• Drive technical staff, including engineers, developers, operations teams and multi-disciplinary service lanes.
• Manage scope, schedule, milestone-based invoicing inputs, and resource allocation to meet aggressive mission milestones.
• Proactively mitigate risks, identify technical bottlenecks, and drive rapid solutions to ensure zero mission downtime.
• Serve as the primary liaison and trusted advisor to intelligence customer stakeholders.
• Host high-level technical exchange meetings (TEMs), participate in program management reviews, and customer briefings.
• Anticipate evolving customer requirements to help spearhead program growth.
• Mitigate risks and potential roadblocks to the project.
• Interact with vendors, other agencies, subcontractors, and other client staff on behalf of the client.
• Coordinate development of deliverables and products.
• Ensure quality assurance of project deliverables.
• Maintain current knowledge of relevant technology.
• Participate in special projects as required.
• Review future project requirements and develop strategies for future work.
