Job summary

State of Wisconsin is seeking a Trust Funds Specialist LTE to provide benefit and insurance services using a case management approach. The role supports WRS, health, life, and ICI programs with strong customer interaction and problem solving.

The LTE position is part-time (approximately 20 hours/week) with remote work flexibility within the state; Wisconsin residency is required. Starting hourly pay is $28–$33. Pay and eligibility details follow the Wisconsin Compensation Plan guidelines.

The Division of Benefits Administration, Benefit Services Bureau is currently recruiting for a Trust Funds Specialist LTE. We're looking for a critical thinker with strong math skills, who enjoys interacting with customers, and is skilled in analyzing and resolving complex issues.

The Department of Employee Trust Funds (ETF) manages retirement, insurance, and other benefit programs for 650,000+ state and local government employees and retirees of the WRS. This position utilizes a case management approach to provide benefit and insurance services to a subset of the annuitant, member, and employer populations. Provides detailed information to Wisconsin Retirement System (WRS) annuitants (inclusive of their representatives, survivors, dependents, beneficiaries, attorneys, POAs, legal guardians, financial institution representatives, tax agencies, and health insurance carriers), members, and employers. The case management approach requires significant customer service interaction with members and internal and external contacts to resolve eligibility and benefit problems and to communicate various options and the impact of those decisions to the affected parties. This position has the following key responsibilities: analyzing participant records to determine health insurance and sick leave eligibility and entitlement; researching health insurance and sick leave questions and communicating the results and available options; assisting Active Insurance and Trust Finance sections with reconciliation questions related to their invoices for insurances offered.

The incumbent will communicate benefit program (WRS, health, life, and ICI) information thoroughly and explain options available, eligibility requirements and application deadlines to WRS participating members, Department staff, and other interested parties. This position requires the ability to research and respond to technical program and reporting related questions. Communication occurs in the form of telephone conversations or written responses. The position requires the incumbent to analyze problem situations and conduct research for sensitive and/or complicated situations, such as determination denials and system integrity issues, provide issue resolution, and develop proposals for corrective action.

Salary Information

This position is in classification Trust Funds Specialist (pay schedule/range 07-04) with a starting salary between $28.00 - $33.00 per hour.

Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of appointment.

This is a Limited Term Employment (LTE) position. LTE positions are not civil service classified positions, do not give any rights to permanent civil service classified positions, do not lead to permanent status, and typically are not benefited. In addition, LTE positions are limited to 1,039 hours in 26 consecutive pay periods (1 year).

This position is expected to work approximately 20 hours per week, with schedule flexibility between the hours of 7:00AM and 4:30PM.

This position is eligible for remote work flexibility. The selected employee(s) must report to the ETF office on their first day of employment. In addition, the employee may need to report to ETF on short notice as operational needs require. Wisconsin residency is required.

ETF does not sponsor work visas.Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications

Ability to research, analyze and interpret Wisconsin statutes, Administrative Code and other technical resources related to ETF administered programs.

Ability to analyze facts and problems, infer and decide on potential and appropriate solutions.

Ability to reconcile data.

Ability to perform mathematical calculations.

Advanced skill and ability to use personal computer-based software systems (e.g., Microsoft Windows applications such as Word, Excel, Access, etc.).

Ability to interact positively with a variety of persons at different levels within and outside the organization.

Ability to communicate technical and detailed information in easy-to-understand terms.

Knowledge of confidentiality rules and procedures.

Knowledge and skill in planning and organizing work to meet deadlines or unanticipated needs or priorities.
