Primary Responsibilities:
DESCRIPTION:
The FiscalAdministrator will ensure accurate, compliant financial accounting andreporting for Tribal Government operations, with a specific focus on grants andfunding agreements, including federal programs such as the Climate PollutionReduction Grant (CPRG). This role combines core accounting responsibilities(general ledger, reconciliations, financial statements) with specialized grantreporting, compliance, drawdown, and reimbursement reporting duties to tribal,federal, state, and private funding agencies. The position supports fiscalintegrity, environmental data compliance, and timely, audit-ready reporting.
EssentialDuties and Responsibilities:
GeneralAccounting Functions
- Maintain and update general ledgeraccounts, ensuring appropriate grant coding and accuracy.
- Prepare and post journal entries,accruals, adjusting entries, and monthly close activities.
- Reconcile subsidiary ledgers andgrant-specific balance sheet accounts.
- Support accounts payable andreceivable processing as it relates to grant funding.
- Support payrollallocations as they relate to grant funding.
- Monitor grant-funded budgets,expenditures, and cash activity; ensure compliance with award terms andfunding agency regulations.
- Interpret and apply federal UniformGuidance (2 CFR Part 200) and other applicable regulations.
- Prepare, submit, and track monthly,quarterly, and annual financial reports, reimbursement requests, anddrawdowns to the appropriate agencies.
- Maintain audit-ready grant files —including budgets, drawdowns, reports, amendments, and supportingdocumentation.
- Develop and maintain compliancechecklists, tracking tools, and monitoring schedules.
- Analyze grant expenditures forallowability, documentation, and compliance with Uniform Guidance andaward conditions.
Compliance& Internal Controls
- Ensure grant expenditures andfinancial practices comply with GAAP, Tribal policy, and grant terms.
- Review procurement and traveltransactions charged to grants for compliance with federal procurementstandards.
- Assist in time and effort reportingprocesses when required by grants.
- Implement internal controls toensure compliance with CPRG-specific requirements, including environmentaldata integrity and Justice40 objectives.
Program-SpecificCompliance (CPRG and Similar Grants)
- Ensure adherence to EPA-approvedbudgets and work plans.
- Monitor compliance withenvironmental quality assurance requirements, including Quality AssuranceProject Plans (QAPPs) for data collection.
- Track and document benefits todisadvantaged communities in alignment with Justice40 and Tribal equitygoals.
- Maintain readiness for Single Audittesting and ensure corrective actions for any findings.
Audit &Fiscal Support
- Serve as a key resource forinternal and external audits; prepare schedules, respond to auditorrequests, and provide supporting documentation.
- Assist with SEFA (Schedule ofExpenditures of Federal Awards) preparation and year-end close support.
CrossDepartmental Coordination
- Collaborate with Tribaldepartments, program managers, and finance staff on grant budgets,reporting calendars, and compliance issues.
- Provide guidance or training onfinancial processes and reporting expectations as needed.
Other Duties
- Participate in improvement ofaccounting systems, internal controls, and policies related to grantreporting.
- Perform additional duties asassigned.
Skills & Qualifications:
MinimumQualifications
Education& Experience
- Bachelor’s degree in Accounting,Finance, Business Administration, or related field preferred; orequivalent combination of education and experience.
- 1-3+ years of experience inaccounting with emphasis on government finances and grantreporting/accounting experience.
- Experience in Tribal governmentaccounting or nonprofit/governmental fund accounting preferred.
Knowledge,Skills & Abilities
- Strong knowledge of GAAP, fundaccounting, and financial reporting standards.
- Experience preparing timely grantfinancial reports and reimbursement drawdowns.
- Familiarity with federal awardcompliance requirements (e.g., OMB Uniform Guidance, EPA CPRGrequirements).
- Proficiency with accounting andfinancial reporting systems (e.g., Sage INTACCT, or similar).
- Advanced Excel skills and stronganalytical ability.
- Attention to detail and ability tomanage multiple reporting deadlines.
PreferredQualifications
- Experience with Tribal governmentaccounting systems and reporting requirements.
- Knowledge of CPRG compliance areas,including environmental data QA/QC, Justice40, and EPA reportingprotocols.
- Certifications such as CPA, CGFM,or related preferred.
WorkingConditions
- Office environment during normalbusiness hours.
- Occasional extended hours may berequired for reporting deadlines or audit support.
