Job description

Position Title: Tribal Administrator

Department: Community Services

Objective

The Tribal Administrator is responsible for overall tribal management including administration, financial management, program management, and enrollment management.

Job Responsibilities

Work under the direction of the Tribal President/Chief or delegate. Manage accountability, compliance, and administration of all local, state, federal, and other programs. Prepare reports, supervise staff, review documents, facilitate meetings, coordinate events, monitor fiscal requirements, and prepare budgets, reports, and narratives.

Key Responsibilities
  • Oversee daily operations and affairs of the Tribe. Direct Tribal Clerks in administration activities. Train and manage staff.
  • Identify, propose, plan, and execute projects, programs, and policies that are socially and economically beneficial to all tribal members, aligning with BBNA and tribal goals.
  • Coordinate the administrative review of all approved grants and ensure timely submission of financial and program reports to federal agencies.
  • Assist in negotiations of contracts, grant agreements, and service leases approved by President/Chief and Tribal Council.
  • Interface with grant agencies and tribal management to ensure compliance with regulations and policies.
  • Lead policy administration, human resource management, and fiscal responsibility. Serve as Tribal Emergency Manager coordinating local and federal emergency management and reporting.
  • Update enrollment roll in coordination with Tribal Clerk.
  • Oversee fiscal operations, including budgets, grants, expenditures, requisitions, and audit preparation.
  • Prepare the annual budget and budget modifications for approval. Monitor, implement, and evaluate program budgets.
  • Provide regular reports to President/Chief and Tribal Council regarding the status of assignments, duties, and projections.
Travel Requirements
  • Schedule well‑planned trips to provide services, participate in training, workshops, and interface with village, regional, tribal, state, and federal entities. Willing and able to travel in/out of the region, including light aircraft.

  • Respond effectively to sensitive inquiries and complaints.

Qualifications

Required: Minimum three years in an administrative capacity and/or a combination of education, training, and experience in community development, management, supervision, and administration equal to six years of successful administration or equal responsibility.

Preferred: Bachelor’s degree with three years’ successful work as an administrator or six years as a Tribal clerk.

Skills & Abilities
  • Establish and maintain relationships with tribal members, local community, other organizations, and local, state, and federal governments and agencies.
  • Interpret complex documents such as grant proposals, applications, and awards.
  • Knowledge of GAAP accounting rules, non‑profit financial management, fiscal operations, and audit preparation.
  • Interpret complex financial documents such as general ledger, balance sheet, and profit and loss statements.
Technical Proficiency
  • Excellent analytical, proofreading, and organizational skills.
  • Ability to multitask with attention to detail and quality control.
  • Operational proficiency with office and accounting software such as Microsoft Suite, QuickBooks, or similar.
Other Requirements

Knowledge of Indian Affairs and Tribal government operations. Satisfactory state and federal criminal and financial background check, U.S. HHS IG Exclusion List check, and employment reference check.

Reports to: Tribal Onsite Supervisor and Accounting and Office Manager

Duty Station: In‑Region

Wage: $41.33/hr ($80,594/yr) – $84.39/hr ($164,560/yr)
