Job summary

Grand Portage Trading Post is seeking a Tribal Emergency Manager to lead disaster planning, training, and exercises across local, state, tribal, and federal partners on the Grand Portage Reservation. You will collaborate with emergency managers, coordinate alert systems, communications, EMS, and responders, and maintain key plans while honoring tribal priorities and community resources.

  • Bachelor’s Degree or Certifications in Emergency Management, Homeland Security, or Public Health/Safety preferred.
  • Experience responding to emergencies in high-pressure environments.
  • Experience coordinating with multiple agencies and stakeholders.

Responsibilities

  • Participate in disaster planning, training, and exercises with local, state, tribal, and federal partners.
  • Collaborate with local and regional emergency managers.
  • Coordinate emergency alert systems, radio communications, EMS, structural fire, wildfire, and law enforcement.
  • Maintain and update the Grand Portage Emergency Operations Plan, Hazard Mitigation Plan, Continuity of Operations Plan, and other emergency management plans.
  • Incorporate tribal priorities and cultural considerations into planning, preparedness, response, mitigation, and recovery.
  • Assist with developing and implementing emergency response programs for reservation programs and enterprises.
  • Plan and facilitate tabletop, functional, and full-scale exercises to evaluate preparedness and identify areas for improvement.
  • Enhance overall preparedness of Grand Portage and perform other duties as assigned by supervisor(s).

Education

Work experience in Emergency Management and First Response preferred. Bachelor’s Degree or Certifications in Emergency Management, Homeland Security, Public Health/Safety preferred. Ability to respond effectively to emergency situations and work collaboratively in a high-pressure environment. Demonstrated experience developing and implementing emergency plans and preparedness programs. Experience applying Incident Command System (ICS) principles during planning, training, exercises, and emergency operations. Strong communication, organizational, leadership, and decision-making skills. Experience coordinating with multiple agencies and organizational stakeholders.

Grand Portage requires a background check and pre-employment drug and alcohol testing for all positions. American Indian Preference will apply.
