King County’s Finance and Business Operations Division (FBOD) is seeking a Treasury Operations and Accounting Supervisor to lead the Banking, Accounting, and Revenue Collections (BARC) Team. The Treasury Section is part of the larger Finance and Business Operations Division portfolio of county wide services. Operating as an internal service fund, FBOD’s vision is “Count on Us” reflecting the division’s deep-seated commitment to customer success, equity, employee engagement, resource stewardship, and operational excellence.

The Treasury section is responsible for performing the treasury functions of King County government and over 100 special purpose districts where King County serves as their ex-offico treasurer.

The BARC Team is responsible for administering the master banking services contract, overseeing treasury management requests, performing cash management functions, warrant (check) redemption, and bank account reconciliation. This team is also responsible for collecting, depositing, reconciling, and distributing property tax payments, of over $7 billion dollars per year, that fund key public services within the geographic boundaries of King County. Treasury is also part of King County’s public-facing Customer Service Center where property tax and other payments are made in person.

Scope Of Job Duties

Supervise the day-to-day operations of the Banking, Accounting and Revenue Collections team (approximately 12 employees) responsible for performing cash management functions, warrant (check) redemption, bank account reconciliation, and collecting, depositing, reconciling, and distributing property tax payments.

  • Hire, coach, train, and motivate the team. Identify, prioritize and manage staff workload ensuring adequate staffing. Ensure new employees are thoroughly onboarded, trained, and supported in their roles. Ensure that employees follow King County policies, procedures, rules and regulations. Recognize individual and team accomplishments.
  • Manage employee performance including establishing performance expectations, deliverables, and metrics. Provide staff with regular coaching and positive and corrective feedback. Hold staff accountable for work quality and quantity and completing required training. Discuss individual performance with employees and recommend training and development plans. Conduct performance evaluations.
  • Serve as a key advisor to the Chief Treasury Officer on treasury operations and accounting issues.
  • Maintain and update financial policies and procedures including, but not limited to, those related to cash handling, receipting, internal controls, and bank reconciliation.
  • Lead business process improvement and standardization using technology and other tools.
  • Ensure all BARC processes have standard work and are updated on a regular basis in a shared repository.
  • Model, promote, and maintain a healthy workplace culture of respect and teamwork.
  • Ensure outstanding customer service is provided by all staff. Triage and respond to escalated customer service issues and complaints.
  • Lead and oversee complex projects, especially those that leverage new technology and enhance the customer experience.

Minimum Qualifications

  • Experience leading, supervising and coaching employees to work to their full potential and capabilities in a treasury operations, banking, accounts receivable (AR), cash management, or related environment or function.
  • Experience understanding, interpreting and implementing state statutes, federal rules and regulations, codes, ordinances, and policies.
  • Knowledge of auditing, internal controls and Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).
  • Excellent people leader skills and models the way to promote a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future.
  • Exhibit a maturity and high degree of emotional intelligence when interacting with others. Manages conflicts well. Consistently exercises good judgment and exhibits a calm demeanor during crisis.
  • Ability to think strategically and be analytical when understanding problems and anticipating potential issues while seeing the big picture. Ability to understand root causes of problems before jumping to solutions; good at anticipating and avoiding problems; uses data and metrics to drive decision making.
  • Experience overseeing projects, ideally with a technology focus. Ability to advance and implement key initiatives to improve services.
  • Strong communication, interpersonal, writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.

Preferred Qualifications

  • Experience and familiarity with government banking, tax collections, or public finance.
  • Experience working with complex AR systems (over 750,000 customers) and enterprise resource planning (ERP) systems such as Oracle, SAP, or others.
  • Experience working with external financial auditors and/or performing internal audits.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Position Information

  • Work Site Details: The work associated with this position will primarily be hybrid with 3 assigned days in office per week. Onsite 5 days/week for the month of April and October (peak period). In office requirements may change as required by King County business needs and for meetings/events.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to in-office reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is not represented.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
