Job description

The Transportation Planning and Facilities Manager is responsible for leading the planning, coordination, and implementation of transportation initiatives and the management of public facilities. This role supports strategic transportation planning, supervises facilities maintenance programs, and oversees the design and delivery of capital projects to ensure sustainable, accessible, and efficient infrastructure.

Key Responsibilities :

  • Transportation Planning

Develop and implement transportation plans, corridor studies, and mobility strategies.

  • Coordinate long-range transportation and traffic planning initiatives aligned with the city?s comprehensive plan.
  • Analyze traffic data, travel patterns, and multimodal needs to recommend improvements.
  • Collaborate with regional planning organizations (MARC), state DOTs, and other transportation agencies.
  • Prepare grant applications for state and federal transportation funding.
  • Engage with the public, stakeholders, and advisory boards to gather input and present transportation projects.
  • Facilities Management

Oversee city-owned facilities' operation, maintenance, and strategic planning.

  • Develop facilities management plans, space utilization strategies, and asset life cycle assessments.
  • Manage energy efficiency and sustainability initiatives related to public facilities.
  • Coordinate facility upgrades, renovations, and capital improvements.
  • Ensure compliance with safety, accessibility (ADA), and building code standards.
  • Project and Team Leadership :

Manage multidisciplinary project teams, consultants, and contractors.

  • Prepare and monitor project budgets, timelines, and performance metrics.
  • Review and approve technical reports, architectural / engineering plans, and specifications.
  • Provide leadership, mentoring, and supervision to assigned staff or project team members.

Minimum Qualifications :

  • Bachelor?s degree in Urban Planning, Civil Engineering, Architecture, Public Administration, or a related field.
  • 5?7 years of progressively responsible experience in transportation planning, facilities management, or capital project delivery.
  • Proven experience managing budgets, projects, and teams.
  • Strong working knowledge of federal / state transportation and facilities guidelines.
  • Proficient in GIS, AutoCAD, or transportation modeling software.

Preferred Qualifications :

  • Master?s degree in a related field.
  • Certification such as AICP (American Institute of Certified Planners), PE (Professional Engineer), PMP (Project Management Professional), or IFMA (Facilities Management).
  • Familiarity with green building practices and sustainability standards (e.g., LEED).
  • Experience in a municipal or regional government setting.
  • Strategic thinking and planning
