Job summary

The City of St. Peters is seeking an experienced municipal leader to direct and coordinate the Transportation and Facilities Services Group (TFS).

This role provides strategic and administrative leadership over transportation and facilities infrastructure, including operation, maintenance, grant administration, and capital improvement program planning and implementation. Normal Shift: Mon - Fri, with regular Board meeting attendance and occasional evening or weekend meetings as necessary.

Qualifications

• Must be a U.S. citizen or legally authorized to work in the U.S.
• Undergraduate degree in Engineering, Construction Management, Public Administration, Facilities Management, Business Administration, or related field with 5 years of relevant municipal experience; or equivalent combination

Job Summary

The City of St. Peters is seeking an experienced municipal leader to direct and coordinate the Transportation and Facilities Services Group (TFS). This position provides strategic and administrative leadership over the City's transportation and facilities infrastructure, including operation and maintenance programs, grant administration and capital improvement program planning and implementation. Working closely with the City Administrator, City leadership, employees, contractors, and community partners, the Manager develops long-range plans, manages resources and budgets, oversees infrastructure and facility improvements, and ensures the City's assets are maintained safely, efficiently, and responsibly for the community.

Normal Shift: Mon - Fri. Regular attendance at Board meeting, and occasional attendance at evening and weekend meetings as necessary.

Key Responsibilities

• Provide administrative leadership and oversight for the Transportation and Facilities Services Group and its work units.
• Lead staff development, including hiring recommendations, training, coaching, scheduling, performance evaluation, and disciplinary recommendations.
• Develop and manage the Group's operating budget, monitor expenditures, and ensure purchasing and contracts comply with City policies and applicable laws.
• Establish administrative policies, maintenance programs, staffing plans, organizational schedules, and operational priorities.
• Oversee the operation, maintenance, repair, preservation, and improvement of City streets, roads, bridges, sidewalks, trails, drainage systems, traffic infrastructure, and other transportation assets.
• Oversee City-owned buildings, facilities, grounds, building systems, and related infrastructure.
• Develop and maintain proactive preventive maintenance and asset management programs.
• Establish long-range maintenance, replacement, rehabilitation, and capital improvement strategies for transportation and facility infrastructure.
• Direct the planning and implementation of capital improvement projects, including budgeting, design, bidding, construction, inspection, closeout, and warranty activities.
• Negotiate and administer contracts and agreements and oversee the procurement of goods and services.
• Develop specifications and standards to support quality, safety, regulatory compliance, and effective infrastructure management.
• Monitor work units to ensure services are delivered effectively and efficiently.
• Identify operational challenges and implement innovative, practical solutions to meet community needs.
• Respond to resident and customer inquiries, concerns, and complaints.
• Keep the City Administrator informed of significant activities, issues, risks, recommendations, and actions involving Transportation and Facilities Services.
• Communicate effectively with the City Administrator, Mayor, Board of Aldermen, citizen groups, governmental agencies, contractors, consultants, and other partners.
• Ensure compliance with applicable Federal, State, and local laws, regulations ordinances, and City safety standards.
• Perform other duties as assigned.

Minimum Requirements

• Must be a U.S. citizen or lawfully authorized alien worker.
• Undergraduate degree in Engineering, Construction Management, Public Administration, Facilities Management, Business Administration, or a related field and five (5) years of responsible municipal, engineering, public works, facilities, or infrastructure management experience, including supervisory or administrative responsibility; or an equivalent combination of education and experience.
• Knowledge of budgeting and financial administration.
• Knowledge of construction, maintenance, and infrastructure management standards and practices.
• Knowledge of contract preparation, procurement, and contract administration.
• Knowledge of preventive maintenance, asset management, and infrastructure preservation principles and practices.

Desired Qualifications

• Master's degree in Engineering, Public Administration, Engineering Management, Construction Management, Facilities Management, or a related field.
• Knowledge of municipal engineering, public works, transportation infrastructure, facilities management, and capital improvement planning.
• Working knowledge of City personnel, administration, and purchasing procedures.
• Knowledge of laws and ordinances applicable to municipal operations, including building codes.
• Knowledge of Federal, State, and local laws, regulations, and ordinances governing municipal transportation, public works, facilities, and construction activities.
• Experience working in municipal government with elected officials, boards and commissions, governmental agencies, contractors, and consultants.
• Experience managing significant capital improvement programs and complex construction projects.
• Experience developing and implementing infrastructure and facility asset management programs.
• Registered Professional Engineer in the State of Missouri.
