Job summary

City of St. Peters seeks an experienced municipal leader to direct and coordinate the Transportation and Facilities Services Group, providing strategic and administrative leadership over infrastructure operations, maintenance, grant administration, and capital planning.

Work closely with the City Administrator to develop long-range plans, manage resources and budgets, and safeguard assets for the community.

Qualifications

• Undergraduate degree in a related field and 5 years municipal mgmt experience.
• Knowledge of budgeting and financial administration.
• Knowledge of contract administration and procurement.
• Experience with asset management and capital programs.

Responsibilities

• Provide administrative leadership for the Transportation and Facilities Services Group.
• Lead staff development, including hiring recommendations, training, coaching, scheduling, performance evaluation, and disciplinary recommendations.
• Develop and manage the Group's operating budget, monitor expenditures, and ensure purchasing and contracts comply with City policies and applicable laws.
• Establish administrative policies, maintenance programs, staffing plans, organizational schedules, and operational priorities.
• Oversee the operation, maintenance, repair, preservation, and improvement of City streets, roads, bridges, sidewalks, trails, drainage systems, traffic infrastructure, and other transportation assets.
• Oversee City-owned buildings, facilities, grounds, building systems, and related infrastructure.
• Develop and maintain proactive preventive maintenance and asset management programs.
• Establish long-range maintenance, replacement, rehabilitation, and capital improvement strategies for transportation and facility infrastructure.
• Direct the planning and implementation of capital improvement projects, including budgeting, design, bidding, construction, inspection, closeout, and warranty activities.
• Negotiate and administer contracts and agreements and oversee the procurement of goods and services.
• Develop specifications and standards to support quality, safety, regulatory compliance, and effective infrastructure management.
• Monitor work units to ensure services are delivered effectively and efficiently.
• Identify operational challenges and implement innovative, practical solutions to meet community needs.
• Respond to resident and customer inquiries, concerns, and complaints.
• Keep the City Administrator informed of significant activities, issues, risks, recommendations, and actions involving Transportation and Facilities Services.
• Communicate effectively with the City Administrator, Mayor, Board of Aldermen, citizen groups, governmental agencies, contractors, consultants, and other partners.
• Ensure compliance with applicable Federal, State, and local laws, regulations, ordinances, and City safety standards.
• Perform other duties as assigned.
