Job summary

State of West Virginia is seeking a Transportation District Administrator 3 to lead District 1 Maintenance activities across Kanawha, Putnam, Mason, Boone, and Clay counties. The role oversees field maintenance, inspections, and emergency responses, with responsibility for staffing, scheduling, and budgets.

The ideal candidate has a Bachelor’s degree and eight years of relevant experience, with travel and driver’s license required.

Qualifications

  • Eight (8) years of full-time or equivalent part-time paid experience in business administration, public administration, transportation, construction, manufacturing, mining, or the armed services.

Responsibilities

  • Supervise district maintenance staff and operations.
  • Inspect roads and bridges; respond to citizen complaints and emergencies.
  • Plan, administer budgets and programs for highway maintenance and SRIC.
  • Coordinate with counties within District 1 for maintenance projects.

Nature of Work

The Transportation District Administrator 3 in this position will serve as the District 1 Maintenance Engineer/Manager which will serve Kanawha, Putnam, Mason, Boone, and Clay counties. This position, under limited supervision, performs advanced level work administering highway maintenance programs at all levels, including Core Maintenance activities and Snow Removal and Ice Control (SRIC). Advanced supervisory, planning, and budgetary skills are essential to this position. This position will supervise the work of other employees assigned to a district organization, such as maintenance, construction, or traffic. A majority of the work will be out in the field: inspecting roads and bridges, investigating citizen complaints, and attending meetings or conferences as needed. While in the field, the incumbent may be exposed to inclement weather and hazardous working conditions. The incumbent should be able to communicate effectively and respond quickly in unexpected and emergency situations. Performs related work as required.

Minimum Qualifications

Training/education
  • Bachelor’s degree from a regionally accredited college or university.
  • Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.
Experience
  • Eight (8) years of full-time or equivalent part-time paid experience in business administration, public administration, transportation, construction, manufacturing, mining, or the armed services.
OR
  • Eight (8) years of full-time or equivalent part-time paid experience serving in the capacity of a project coordinator.
  • Substitution. Successful completion of graduate coursework may be substituted for two (2) years of the required experience through an established formula.
Additional requirement
  • Travel may be required; therefore, a valid driver’s license is required.

Salary and wages

Retirement plan

The state offers an outstanding defined benefit pension plan. Employee contributes 4.5% of salary (tax-deferred).

Deferred compensation

State employees have a unique opportunity to build retirement savings and reduce today's taxes by participating in a Section 457 deferred compensation plan. A 457 plan is similar to the 401K plans offered by private companies.

Annual increment pay

The annual increment is $60 for each full year of qualifying service, and is paid in July of each year. This is available to employees with 3 or more years of service.

Holidays

Twelve (12) paid holidays in each year.

Vacation

15 to 24 days per year depending on length of service.

Paid sick leave

We offer an outstanding paid sick leave benefit. Employees earn 1.5 days each month or 18 days per year. There is no limit to the amount of sick leave an employee can accumulate. Full compliance with Family Medical Leave and WV Parental Leave Act. Employee to Employee Leave Donation Program.

Training, and developmental opportunities

We offer many formal in-house training classes. Many agencies also offer tuition reimbursement for job-related training and education provided by approved technical schools and colleges.

Suggestion award program

Employees may receive monetary award up to 20% of the first year savings for any approved and implemented work improvement suggestion.

Day Care - State approved child Day Care facilities are located at the Capitol Complex.
