Job description

JOB SUMMARY

The purpose of this classification is to direct, develop, plan, and control the operations of the Transportation Department, including the planning, design, operations, and maintenance of the City of Roswell roadway network. This classification is responsible for formulating policy recommendations and procedures; developing and obtaining resources; directing operations through subordinate supervisors; assessing operations; and identifying current and projected transportation needs and developing plans to meet those needs. Under the general direction of the Deputy City Administrator for Infrastructure, the Transportation Director has the ultimate responsibility for the delivery of transportation services for the City of Roswell.

ESSENTIAL JOB FUNCTIONS
  • Manages personnel functions for the department; plans and oversees the work of subordinate managers who supervise staff; resolves employee relations issues; interviews, hires, promotes, and discharges personnel as appropriate; prepares performance evaluations; investigates complaints; ensures staff understand responsibilities; provides training and resources; reviews reports of employee injuries.
  • Formulates, implements, and updates policy recommendations and procedures; plans, develops, and directs department operations; assesses effectiveness and makes necessary changes; develops strategic plans and departmental mission and vision.
  • Ensures safe operations of the multi-modal transportation infrastructure for the movement of citizens and goods by strategizing, directing, developing, planning, and controlling transportation department operations.
  • Plans, directs, and oversees operations including road and bridge maintenance, traffic operations, signals, signing, pavement markings, street lighting, sidewalks, trails, and roadway engineering projects.
  • Prepares, administers, and defends the departmental budget; allocates resources; develops funding proposals; manages impact fees and bond funds; ensures cost accounting for federally and state-funded projects.
  • Performs public relations duties including responding to media and public inquiries, resolving complaints, making public addresses, representing the city at regional functions, and participating in interviews.
  • Develops and implements strategic plans and goals; makes recommendations for inclusion in bond and capital programs.
  • Reviews and recommends modifications to traffic speed limits, signage, and other traffic operations.
  • Determines property acquisition needs for transportation projects and ensures compliance with procedures.
  • Oversees development and selection of outside services, negotiates contracts, reviews proposals, and resolves conflicts.
  • Oversees road and street maintenance programs.
  • Follows safety procedures and monitors work environments for safety compliance.
  • Maintains knowledge of policies, codes, and regulations; participates in professional development activities.
  • Participates in meetings, committees, and community events; makes presentations to city officials and the public.
  • Monitors inventory levels and coordinates supply needs.
  • Communicates with various stakeholders to coordinate work activities and resolve issues.
  • Prepares reports, correspondence, and manuals; operates office equipment and software.
  • Coordinates emergency response efforts related to transportation.
  • Performs other related duties as required.
MINIMUM QUALIFICATIONS

Education and Experience: Requires a Bachelor’s degree in civil engineering, transportation, or a related field; Master’s degree preferred; ten (10) years of experience in engineering or project management, or equivalent education and experience.

Licenses or Certifications: Must possess and maintain a Professional Engineer’s license in Georgia and a valid Georgia driver’s license.

Knowledge, Skills, and Abilities: Knowledge of transportation codes and regulations; ability to apply policies; strong leadership and organizational skills; proficiency in operating relevant equipment and software; mathematical and analytical skills; judgment and decision-making abilities.

PHYSICAL DEMANDS

The work is light, involving moderate effort, some lifting, and extended periods at a computer. Tasks require visual and auditory perception, communication, and physical mobility.

WORK ENVIRONMENT

Work is performed in a typical office environment with no adverse conditions expected.
