JOB SUMMARY
The purpose of this classification is to direct, develop, plan, and control the operations of the Transportation Department, including the planning, design, operations, and maintenance of the City of Roswell roadway network. This classification is responsible for formulating policy recommendations and procedures; developing and obtaining resources; directing operations through subordinate supervisors; assessing operations; and identifying current and projected transportation needs and developing plans to meet those needs. Under the general direction of the Deputy City Administrator for Infrastructure, the Transportation Director has the ultimate responsibility for the delivery of transportation services for the City of Roswell.
ESSENTIAL JOB FUNCTIONS
- Manages personnel functions for the department; plans and oversees the work of subordinate managers who in turn supervise staff; resolves employee relations issues; interviews, hires, promotes, and discharges personnel as appropriate; prepares performance evaluations; investigates complaints; ensures staff understands responsibilities; provides training and resources; prepares and reviews reports of employee injuries.
- Formulates, implements, and updates policy recommendations; develops and updates procedures; plans, develops, and directs department operations; assesses effectiveness and implements changes; develops strategic plans and departmental mission and vision.
- Ensures safe operations of the multi-modal transportation infrastructure for the movement of citizens and goods by strategizing, directing, developing, planning, and controlling the operations of the transportation department.
- Plans, directs, and oversees operations including road and bridge maintenance, traffic operations, traffic signals, signing, pavement markings, street lighting, sidewalks, trails, and roadway improvements.
- Prepares, administers, and defends the departmental budget; allocates resources; develops funding proposals; manages impact fees and bond funds; ensures proper cost accounting for funded projects.
- Performs public relations duties including responding to media and public inquiries, resolving complaints, making public addresses, representing the city at regional functions, and participating in interviews.
- Develops and implements strategic plans and long/short-term goals; makes recommendations for inclusion in Bond, TSPLOST, and Capital Improvement Programs.
- Reviews recommendations for speed limit modifications and signage exceptions.
- Determines property acquisition needs for transportation projects, ensuring compliance with state and federal procedures.
- Directs the development of criteria for and selection of outside services; negotiates contracts; reviews proposals and specifications; resolves conflicts; makes recommendations to city officials.
- Oversees development and implementation of road and street maintenance programs.
- Follows safety procedures, reports unsafe conditions, and monitors the work environment for safety.
- Maintains current knowledge of policies, procedures, codes, and regulations; participates in professional development and industry activities.
- Attends meetings, serves on committees, makes presentations, and represents the department in the community.
- Monitors inventory levels; ensures availability of materials; requests replacements as needed.
- Coordinates responses to emergencies and inclement weather with other agencies.
- Preforms other duties as required.
MINIMUM QUALIFICATIONS
Requires a Bachelor’s degree in civil engineering, transportation, or a related field; Master’s preferred; ten (10) years of experience in engineering or project management; or equivalent education and experience.
Licenses or Certifications:
- Professional Engineer’s license in Georgia.
- Valid Georgia driver’s license with a satisfactory MVR.

- Knowledge of transportation-related codes, regulations, and policies.
- Ability to learn and apply city and departmental policies.
- Ability to analyze data and develop policies and strategies.
- Leadership and organizational skills for managing a major department.
- Ability to operate equipment and utilize data and information systems.
- Mathematical and analytical skills for planning and decision-making.
PHYSICAL DEMANDS
Work involves light physical effort, including some lifting (12-20 pounds), extended periods at a computer, and sensory perception tasks.
WORK ENVIRONMENT
Work is performed primarily in a standard office environment without exposure to adverse conditions.
