Transportation Construction Inspector - Utilities

We are seeking qualified, experienced, and motivated individuals to oversee and inspect construction of roadway and site improvement projects, primarily involving stormwater, water, and sewer facilities in southeastern Pennsylvania. The Construction Inspector will act as the client's representative, working closely with clients such as Philadelphia Water Dept., City of Philadelphia, PennDOT, and SEPTA, under the direction of the client's Construction Manager. Responsibilities include verifying contract adherence, attending project meetings, documenting work progress, and monitoring construction quality and safety.

Essential Functions and Responsibilities
  1. Plan, coordinate, inspect, and oversee daily project inspection activities to ensure contractor compliance with plans, contract documents, specifications, and standards.
  2. Review and maintain project documentation such as inspection reports, work authorizations, work orders, and estimates, ensuring accuracy and compliance with environmental, safety, EEO, and DBE requirements.
  3. Attend pre-bid, pre-construction, and management meetings, assist with project correspondence, and update clients on construction progress and issues.
  4. Interact with the public, government agencies, contractors, and other stakeholders to address inquiries and resolve field issues.

Work schedules may vary and include night work, weekends, and holidays depending on project needs.

Required Skills
  • Extensive knowledge of traffic maintenance, earthwork, roadway, structure, bridge construction, and related procedures and materials. Knowledge of stormwater, utilities, erosion, and sediment control practices is preferred.
  • Excellent communication and writing skills for interaction with inspection staff, contractors, and client representatives.
  • Proficiency in Microsoft Office.
  • Valid driver's license and reliable vehicle for local travel. Must pass JMT's Motor Vehicle screening.
Required Experience
  • 3-5+ years of heavy/highway construction experience preferred.
  • High school diploma or GED required; additional coursework or training in civil engineering, project management, or related fields is desirable.
  • Preferred certifications include Professional Engineer's License, NICET certification, NECEPT Bituminous Technician, PennDOT Concrete Technician, or ACI Technician.
