Job description

Mackin Engineers & Consultants is seeking a qualified Transportation Construction Inspector Supervisor 1 (TCIS-1) in our Pittsburgh, PA office. The TCIS-1 will be responsible for conducting roadway and bridge construction inspections, ensuring compliance with contract requirements, plans, specifications, and cost estimates.

This position requires extensive travel, with up to 75% of time spent on-site at various construction locations.

Responsibilities:

1. Perform thorough roadway and bridge construction inspections including grade elevations, stakeouts, asphalt or concrete work, drainage, signage, traffic control, and excavation.
2. Coordinate construction inspection activities, including assigning tasks, providing guidance, and conducting performance evaluations.
3. Perform calculations, interpret plans, measure quantities, review quality control plans, and generate reports.
4. Review and interpret construction plans, drawings, and technical documents.
5. Observe and conduct tests on aggregates, compaction, specific gravities, and more at plants or construction sites.
6. Package material samples for shipping and document sampling and testing procedures.
7. Operate nuclear gauge and perform compaction control inspection on projects.
8. Analyze rock and soil properties, including moisture, density, and elevation.
9. Communicate effectively with project stakeholders, including contractors, engineers, and government officials.
10. Document and report construction activities, progress, and issues encountered during inspections.
11. Ensure compliance with safety regulations and procedures on construction sites.
12. Assist in resolving construction-related disputes and issues as they arise.
13. Provide technical expertise and guidance to construction inspection team members.
14. Advise management of new developments which may affect profit, schedule, costs, client relations, and/or inter-departmental relations.

Qualifications:

1. Minimum of 5 years of experience in transportation construction inspection or related field. Experience with PennDOT, PA Turnpike, municipal, and/or water/sewer line projects is preferred.
2. High school diploma required; Associate’s or Bachelor’s degree in civil engineering or related field is a plus but not mandatory.
3. Proficiency in reading and interpreting construction plans, specifications, and technical documents.
4. Strong organizational and multitasking skills, with the ability to manage multiple projects simultaneously.
5. Knowledge of Deltek Ajera, Microsoft Office (Word, Excel, Outlook), and familiarity with computers, printers, and electronics.
6. Excellent communication and interpersonal skills for effective collaboration.
7. Knowledge of construction materials, methods, and practices.
8. Ability to travel extensively, with up to 75% of time spent on-site.
9. Valid driver’s license and reliable transportation.
10. Relevant certifications such as EIT/FE, PE, NICET Highway Construction, NECEPT, PennDOT Concrete/ACI, among others.
