Job summary

DART is seeking a Director of Civil Infrastructure to oversee bus and light rail capital projects in Dallas, TX. This role serves as the primary contact for manufacturers, consultants, and regulators, guiding projects through planning, procurement, testing, and closeout.

The position requires extensive project management experience in transit, strong coordination across departments, and knowledge of vehicle systems, with a focus on safety, reliability, and lifecycle value for transit assets.

Qualifications

• Bachelor's degree in Engineering, Project Management, Transportation, Business Administration, Public Administration, or related field.
• Four (4) years experience in engineering projects including three (3) years of project management.
• PMP certification preferred; candidates pursuing are preferred.
• Experience managing transit vehicle procurements, rail projects, bus fleet replacements, or federally funded capital projects preferred.
• Experience with transit agencies, vehicle manufacturers, or rail systems preferred.
• Valid Texas driver's license; no recent DWI; driving record restrictions to operate non-revenue vehicles.
• Physical examination including drug screen may be required.
• Experience coordinating with municipal agencies, regulatory organizations, and external stakeholders preferred.
• Knowledge of bus and light rail vehicle systems, maintenance, reliability, manufacturing, and testing processes.

Responsibilities

• Provides program support for major system investments including new light rail vehicles and bus fleets.
• Manage all phases of capital projects from planning through closeout.
• Serve as liaison with internal departments, agencies, consultants, contractors, and regulators.
• Lead project meetings and coordinate cross-functional activities across departments.
• Develop and administer project scopes, budgets, schedules, and risk registers.
• Oversee contractors and manufacturing quality audits, testing, and compliance.
• Provide technical analysis, reliability assessments, and lifecycle improvement recommendations.
• Support system integration, testing, commissioning, and asset acceptance.
• Monitor budgets, grant requirements, and cash flow; identify risks and mitigation.
