Job summary

Dallas Area Rapid Transit Inc. seeks a Director of Reliability Engineering & Streetcar to lead transit asset management, state of good repair initiatives, and resiliency projects for the Dallas Streetcar program.

You will oversee asset planning, maintenance, rehabilitation, and lifecycle programs, coordinating with multiple departments and external partners to ensure safe, reliable service and sustainable asset investment strategies.

Qualifications

• Bachelor's degree from an accredited college or university in Mechanical Engineering, Automotive Engineering, Industrial Engineering, Civil Engineering, Electrical Engineering, Urban Planning, Architecture or related field.
• Five (5) years progressively responsible experience in transportation, vehicle systems, equipment project management, and technical support.
• Valid Texas driver’s license with clean driving record and compliance with agency requirements.

Responsibilities

• Oversee the State of Good Repair (SGR) Program and Asset Management Division including administration of the TAM Plan.
• Lead strategic asset management initiatives for vehicles, facilities, infrastructure, systems, and streetcar assets.
• Coordinate accident/incident condition assessment processes.
• Monitor asset condition and performance data and provide recommendations to Executive Leadership for capital planning and risk-based investment decisions.
• Develop and manage short- and long-range replacement, rehabilitation, modernization, and capital improvement programs.
• Coordinate with Operations, Maintenance, Engineering, and other departments regarding repair, replacement, and modernization activities.
• Consult with and direct groups and teams within the agency on reliability engineering topics and system vulnerabilities.
• Serve as DART liaison with the City of Dallas for Streetcar operations, maintenance, and stakeholder engagement.
• Lead meetings with internal stakeholders, regulators, consultants, contractors, funding partners, and external agencies.
• Oversee asset inventory, lifecycle planning, condition assessments, performance reporting, and configuration management processes.
• Provide technical analysis, troubleshooting support, and reliability improvement strategies for bus, rail, streetcar, facilities, and infrastructure assets.
• Provide program management for the DART Transform Program, advancing system investments including new light rail vehicles and bus fleet, resiliency initiatives, and the Unified Signals Project.
• Support procurements, solicitations, scope development, technical evaluations, cost estimates, schedules, and budgets.
• Review engineering designs and recommend enhancements that improve safety, reliability, maintainability, and operational performance.
• Support testing, commissioning, validation, acceptance, and turnover of new and upgraded assets.
• Promote innovation, continuous improvement, and implementation of industry best practices and emerging technologies.
• Manage operating and capital budgets associated with SGR, TAM, and Streetcar programs.
• Ensure compliance with FTA, state, local, environmental, safety, and agency requirements.
• Prepare executive reports, performance metrics, project updates, budget forecasts, and resource allocation plans.
• Oversee consultant, contractor, and vendor performance.
• Provide leadership, staff development, accountability, safety culture, and continuous improvement.

General Summary

The Director Reliability Engineering & Streetcar provides strategic leadership for transit asset management, state of good repair initiatives, pursue and lead system resiliency projects, and oversees the Dallas Streetcar program. This position oversees transit asset planning, maintenance, rehabilitation, replacement, lifecycle programs, and related operating and capital budgets. Collaborates across departments and with external stakeholders to ensure safe, reliable, and efficient transit service while supporting long-term agency goals and sustainable asset investment strategies.

Minimum Knowledge Skills and Abilities Required

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

• Bachelor's degree from an accredited college or university in Mechanical Engineering, Automotive Engineering, Industrial Engineering, Civil Engineering, Electrical Engineering, Urban Planning, Architecture or related field.
• Five (5) years progressively responsible experience in transportation, vehicle systems, equipment project management, and technical support to include experience supervising staff engaged in operations, technical support, project management, and configuration management programs.
• Valid Texas Class A, B, or C driver’s license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
• Pass a physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles.

Working Conditions

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
