Job summary

STV is seeking a Project Manager for the Maryland Transit Modernization program to lead a signature transit initiative and deliver complex projects in partnership with design-build teams and alternative delivery methods.

The role requires a Civil Engineering degree and 10+ years of progressive transportation project leadership, with experience in public agencies and a PE license preferred. Maryland licensure or eligibility is strongly preferred. Compensation ranges are provided.

Qualifications

• Bachelor’s degree in Civil Engineering is required.
• Minimum of 10 years of progressive experience leading complex transportation, transit, rail, light rail, or major infrastructure projects.
• Demonstrated success leading projects for public transportation agencies (e.g., MTA, MDOT, FTA-funded programs).
• Experience taking large-scale programs from planning through final design, construction, and closeout.
• Hands-on experience with design-build and alternative delivery programs, including design reviews and risk management.
• Strong understanding of FTA, FHWA, NEPA, ADA, environmental documentation, stakeholder engagement, and approval processes.
• Professional Engineer (PE) license preferred; Maryland licensure or ability to obtain licensure is strongly preferred.

Responsibilities

• Lead design-build teams within an owners representative role through preliminary and final engineering, construction, and closeout.
• Manage scope, schedule, budget, quality, risk, technical delivery, and partner coordination.
• Guide multidisciplinary teams across transit, rail, civil, structural, systems, stations, utilities, and construction.
• Coordinate with MTA, local jurisdictions, utilities, community stakeholders, contractors, and internal teams to keep the program moving.
• Serve as a trusted client partner with clear communication, sound judgment, and steady leadership for a public infrastructure program.
