Job summary

STV Incorporated in Owings Mills, MD, is seeking a Senior Project Manager for Maryland Transit modernization. Lead a signature program, oversee design-build teams, and manage scope, schedule, budget, and risk across transit, rail, and civil disciplines.

You’ll coordinate with MTA/MDOT and stakeholders, ensuring clear communication and steady leadership throughout planning, design, construction, and closeout phases.

Qualifications

• Bachelor’s degree in Civil Engineering, required.
• 10+ years of progressive experience leading complex transportation, transit, rail, or major infrastructure projects.
• Experience leading projects for public transportation agencies (e.g., MTA, MDOT, FTA-funded programs).
• Experience taking large-scale programs from planning through design, construction, and closeout.

Responsibilities

• Lead design-build teams within an owners representative role through engineering, construction, and closeout.
• Manage scope, schedule, budget, quality, risk, and partner coordination.
• Guide multidisciplinary teams across transit, rail, civil, structural, systems, stations, and utilities.
• Coordinate with agencies, utilities, and stakeholders to keep programs moving with rider impacts minimized.
