Job summary

STV is seeking a Project Manager for Maryland Transit Modernization to lead a signature transit program in Maryland, bringing alternative delivery experience to deliver complex projects. The role focuses on design-build oversight, scope control, schedule and budget adherence, and strong client partnership.

You’ll guide multidisciplinary teams across transit, rail, civil, systems, and utilities, coordinating with MTA, utilities, and communities to minimize rider disruption.

Qualifications

• Bachelor’s degree in Civil Engineering required.
• 10+ years leading complex transportation, transit, rail, or major infrastructure projects.
• Experience delivering projects for public transportation agencies (e.g., MTA, MDOT, FTA-funded).
• Experience taking large programs from planning through final design, construction, and closeout.
• Hands-on experience with design-build and alternative delivery programs.
• PE license preferred; Maryland licensure or ability to obtain is strongly preferred.

What You’ll Lead

• Manager and oversee design build teams within an owners representative roll through preliminary and final engineering, construction, and closeout.
• Manage scope, schedule, budget, quality, risk, technical delivery, and partner coordination.
• Guide multidisciplinary teams across transit, rail, civil, structural, systems, stations, utilities, power, traffic, and construction.
• Bring practical experience with design-build and alternative delivery methods, including progressive design-build and design-build.
• Coordinate with MTA, local jurisdictions, utilities, community stakeholders, contractors, and internal teams to keep the program moving while reducing impacts to riders and surrounding communities.
• Serve as a trusted client partner, bringing clear communication, sound judgment, and steady leadership to a highly visible public infrastructure program.

What You’ll Bring

• Bachelor’s degree in Civil Engineering required.
• Minimum of 10 years of progressive experience leading complex transportation, transit, rail, light rail, or major infrastructure projects.
• Demonstrated success leading projects for MTA, MDOT, FTA-funded programs, or similar public transportation agencies.
• Experience taking large-scale programs from planning or preliminary engineering through final design, construction, and closeout.
• Hands‑on experience supporting design‑build and alternative delivery programs, including design reviews, constructability reviews, contractor coordination, risk allocation, change management, and issue resolution.
• Strong understanding of FTA, FHWA, NEPA, ADA, public agency coordination, environmental documentation, stakeholder engagement, and approval processes.
• Professional Engineer (PE) license preferred; Maryland licensure or ability to obtain Maryland licensure is strongly preferred.

Compensation Range

$170,537.75 - $194,900.29
