Job summary

MBTA is seeking a Budget and Labor Analyst to assist the DCFO and CFO with budget reporting, analysis, and the development, preparation, evaluation, and submittal of the annual operating budget for MASSDOT Board approval.

The analyst will monitor and track spending, maintain FMIS (PeopleSoft), prepare statistical data for labor negotiations, and develop reports, charts, and presentations to support budget decisions and strategic planning across departments.

Qualifications

• A Bachelor's degree from an accredited institution in Business, Finance, Mathematics, Economics, or related field
• Two (2) years of experience in budgeting and/or financial analysis, experience with public sector/ and/or transportation industry
• Proficiency with FMIS (Peoplesoft or other financial systems) and Microsoft applications

Responsibilities

• Track, analyze, and report on budget trends and variances.
• Perform special studies and participate in projects related to budget, revenue, personnel, and management decisions.
• Maintain all aspects of the operating budget on the Authority's FMIS (PeopleSoft).
• Edit, revise, and maintain a series of reports, charts, tables, and presentations to monitor spending.
• Identify issues that require further analyses and provide early notice of problems.
• Work with department heads to develop, monitor, and evaluate management plans and practices.
• Review operating budget requests and provide analysis and recommendations on those requests and policy issues.
• Develop, maintain, and implement methods of analyzing and modeling financial information.
• Respond to inquiries from internal and external constituencies in a courteous, professional manner.
