Qualifications

Job Summary

The Transportation Management Analyst is responsible for overseeing and optimizing fleet management programs, operational data, and business processes to ensure efficiency, compliance, and accurate recordkeeping across UMass Transportation Services. This role manages daily business analytics, operational reporting, and transportation program support, while serving as the department lead for driver management and compliance programs. The position collaborates with internal stakeholders and external business partners to develop tools, dashboards, and visualizations that enhance decision-making and operational performance.

Essential Functions
Fleet Management Information System (RTA)

This role manages daily business analytics, operational reporting, and transportation program support, while serving as the department lead for driver management and compliance programs.

Collaborates with the Fleet Management Information System vendors and University of Massachusetts Information Technology to achieve department goals for reporting and business planning data storage within the system.

Develops and revises operating procedures for fleet data processing and reporting.

Coordinates fleet billing processes and support data reconciliation activities associated with transportation services.

Coordinates and manages campus driver authorization and risk management programs for university departments and authorized users.

Manages FlexFleet vehicle sharing reservation services, including scheduling, utilization reporting, billing and compliance.

Identifies operational metrics and reporting requirements needed to support audits, compliance reviews, and departmental planning.

Fleet Telematics

Administers vehicle telematics platform for fleet tracking, driver behavior monitoring, and compliance reporting.

Analyzes telematics data to identify trends, improve safety, and optimize fleet utilization.

Provides job training and customized training materials for FMIS and telematics users

Vehicle Acquisition and Leasing

Coordinates the end to end vehicle acquisition process, from user request through delivery.

Maintains complete and accurate acquisition records in RTA Fleet, managing work orders, documentation, schedules, ownership, and resource tracking for reporting and billing.

Develops vehicle acquisition recommendations with high level cost estimates, ensuring policy and Service Level Agreement compliance and documenting exceptions as needed.

Coordinates stakeholder review and approval via DocuSign and manages dealership quote requests (VEH110), entry into UMass Buyways, and Massachusetts Registry of Motor Vehicles registration submissions with tracking.

Vehicle Disposition

Coordinates all aspects of the vehicle disposition process from the receipt of user request to physical removal of the vehicle.

Manages all vehicle disposition activities in RTA Fleet, maintaining complete asset records with required documents, photos, and auction materials.

Processes disposition requests through RTA Fleet work orders.

Updates work orders weekly with status, next steps, ownership, and resource time to support accurate reporting and billing.

Fueling and Electric Vehicle Charging Systems

Oversees university fueling and Electric Vehicle operations, including fuel card administration, consumption monitoring, fuel efficiency optimization, and Electric Vehicle charging infrastructure performance and reporting.

Manages fleet vehicle registrations, renewals, purchases, inventory records, asset disposition, and fuel/Electric Vehicle system integration within FMIS.

Ensures compliance with United States Environmental Protection Agency and Massachusetts Department of Environmental Protection regulations, maintains required documentation, and supports audits and inspections.

Operates University-owned motor vehicles to work sites.

Other Functions

Coordinates with internal teams, vendors, and the Fleet Systems Analyst to support strategy, performance, and continuous improvement across fleet operations.

Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree (preferably in Business Analytics, Public Administration, Operations Management or related program) with two (2) years of experience in fleet management, operations or related field.

Or, an Associate's degree with four (4) years of experience in business administration, fleet management, operations or related field.

Demonstrated knowledge of principles, practices, methods and techniques of maintaining FMIS. Working knowledge of inventory systems, bar coding, and Microsoft Office applications.

Knowledge of United States Environmental Protection Agency and Massachusetts Department of Environmental Protection compliance and regulatory reporting.

Strong organizational, record-keeping, and analytical skills.

Excellent communication, coordination, and collaboration abilities.

A valid Class D Driver's License.

Preferred Qualifications

Knowledge of FMIS system management, fleet vehicles and equipment (transit coaches, school buses), hazardous materials regulations (MGL 111), and federal, state, and University audit tracking.

Experience across fleet management, automotive or shop operations, logistics, procurement, inventory management, storekeeping, data analytics, and FMIS data management.

Experience with fleet and fuel management software, Electric Vehicle charging infrastructure systems, and asset tracking platforms.

Massachusetts Certified Public Purchasing Official (Massachusetts Certified Public Purchasing Official).

Additional Details

This position is subject to final budgetary and administrative approval.

Working Conditions

Work is primarily performed in an indoor university environment and involves lifting and transporting materials or equipment and general physical activity, including prolonged standing, walking, or assuming low postures.

Work Schedule and Work Arrangement

Monday through Friday, 8:30am-4:00pm.

Must also be willing to work occasional nights, weekends, and/or during periods of declared campus emergencies.

Salary Information

Pay Grade: PSSAP Grade 26
