The Illinois Department of Central Management Services (CMS) is seeking to hire a Senior Public Service Administrator to serve as the Transactions & Property Division Manager for the Bureau of Property Management (BoPM). The Transactions & Property Division administers all leases within the CMS portfolio consisting of 350+ leased and real estate sites located throughout Illinois. The incumbent will be tasked with overseeing outside agencies on Transactions and Property functions and on issues associated with the Master Space Planning Standards and process in the identification of operational needs, budgetary requirements, and Strategic Planning of Space Management. With their Divisional team of 8+ Transactions professionals, the Transactions & Property Division Manager will coordinate all leasing documents and approvals from necessary divisions, ensuring that all approvals are received in a timely manner, and that all code and regulation is met and upheld. Additionally, this individual will fill a critical role working with agencies to understand what is needed for them to fulfill their mission’ statements, deliver their key services, and develop their leasing strategy accordingly. Serves as a representative and speaks authoritatively on behalf of the Deputy Director and the agency on Transactions and Property administration.
Develops the day-to-day and long-term strategy of the leasing department.
Administers development and implementation of all policies, procedures, and guidelines for a statewide Transactions Management System.
Conducts ongoing analysis and research of progress on operational components of the Transactions and Property Division operations.

Term Appointment
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Central Management Services’s discretion.
