Qualifications

• Bachelor’s degree in Communications Engineering, Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Mathematics, Education, Liberal Arts, or a related discipline plus 9+ years of relevant technical/engineering experience, OR
• 13 years of documented technical training and engineering experience in lieu of a degree.
• Proven instructional course development experience for complex hardware and software systems.
• 3+ years with SIGINT and RF systems including VHF/UHF theory and antennas.

Salary Range: $109,000 – $131,000 / year (dependent on experience, education, and skill set)

About the Role

Seeking an experienced Training Specialist (Level 2) to design, develop, and deliver high-impact technical training programs and curriculum for defense and intelligence personnel in Annapolis Junction, MD.

In this role, you will draft and finalize comprehensive training documentation, deliver classroom and web-based instruction to large audiences, and mentor junior training specialists.

You will analyze complex technical systems—including RF theory, SIGINT systems, and wireless communications—to build operational scenarios, practical hands‑on exercises, student guides, and formal assessments that convey critical mission concepts to military and agency stakeholders.

Key Responsibilities

• Design, develop, and instruct instructor‑led and web‑based technical training courses, student guides, slides, practical activities, and assessments.
• Deliver technical briefings and instructional modules to military, intelligence agency personnel, and large technical audiences.
• Analyze operational systems and user feedback to identify training gaps and continuously modernize curriculum and instructional plans.
• Author, review, and finalize standard operating procedures, user manuals, training documentation, and technical publications.
• Provide leadership and guidance to junior instructional personnel involved in systems and equipment training.
• Conduct formal inspections of training programs and instructional staff to ensure strict adherence to government training standards and policies.
• Integrate realistic operational scenarios, electronic warfare, and SIGINT workflows into practical classroom simulations.

Required Qualifications & Experience

• Security Clearance: Active TS/SCI with a current Polygraph.
• Education & Experience:
• Bachelor’s degree in Communications Engineering, Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Mathematics, Education, Liberal Arts, or a related discipline plus at least 9 years of relevant technical/engineering experience, OR
• 13 years of documented technical training and engineering experience in lieu of a degree (4 additional years substituting for the degree).
• Technical Instruction & Course Development: Proven experience developing instructional courses, assessments, and visual aids for complex hardware and software systems.
• SIGINT & RF Systems: Minimum of 3 years of experience with VHF, UHF, RF theory, radio wave propagation characteristics, antennas, radio equipment, and basic electronics/SIGINT systems.
• Wireless Technologies: Minimum of 3 years of hands‑on or analytical experience with commercial and tactical wireless communication protocols (e.g., GSM, CDMA2000, UMTS, LTE, Wi‑Fi).
