Job summary

U.S. Fleet Forces Command in Virginia is seeking a Training Specialist for the NORFOLK NAVAL SHIPYARD's Production Resources Department. You will support CTD programs, audit shop records, and develop metrics for cost tracking while coordinating instructional materials and training devices.

The role requires ability to travel to CONUS/OCONUS as needed and to obtain/maintain a security clearance; rotating shifts may apply. Experience with NAVSEA guidance is valued.

Qualifications

Summary

You will serve as a TRAINING SPECIALIST in the Service Shop (Code 990), Production Resources Department Manager (Code 901), Production Resources Department (Code 900 of NORFOLK NAVAL SHIPYARD.

Duties

• You will spot audits shop trade theory/core tasks records and qualification records for conformance with established guidelines.
• You will establish metrics to identify material costs expended by each fiscal year for Overhead Expenditures/Labor Expenditures on a monthly basis.
• You will coordinate procurement, storage, and the use of instructional materials and textbooks, audio visual aids, training devices, laboratory equipment.
• You will participate in developing, scheduling, and implementing programs for the development of personnel through Continued Training and Development Programs.
• You will maintain a database of Code/Shop CTD Proficiency Course Schedule on an annual basis to include mechanic, course to attend, and date and time.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.
• This position requires rotating shift work.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience assisting in the administration of a Continuing Training and Development (CTD) Program.
• Experience using various training methods in devising an employee development and training program.
• Experience assisting in the performance of audits on shop trade theory/core tasks and qualification records.
• Experience assisting in the establishment of metrics for identification of material costs, overhead expenditures, and labor expenditures.
• Experience using instructions such as RADCON and NAVSEA for instructional guidance for both nuclear and non-nuclear ship repair projects.
• Experience interpreting data for planning work, modifying methods and techniques used in assignment scheduling, replacement of equipment, supplies, and training equipment.

• A combination of experience and graduate education as described above that equates to one year of experience.
