Terumo Puerto Rico L.L.C. seeks a Program Coordinator – Training & Grants to manage a WIOA-funded training initiative, coordinating with Finance, HR, and Quality Training to ensure regulatory compliance and accurate billing.
This role owns the end-to-end lifecycle of grant-funded training programs, including proposal development, financial oversight, vendor management, audit readiness, and cross-functional execution, aligning investments with workforce needs.
Under the supervision of the Assistant Plant Controller, the Program Coordinator – Training & Grants supports the execution and day-to-day management of a WIOA-funded training initiative at TPR. This role plays a key part in ensuring that all activities related to the grant are carried out in alignment with federal requirements and training standards. The coordinator works cross-functionally with Finance, HR, and Quality Training departments to help manage documentation, track training activities, and support the accurate and efficient billing process. is a strategic individual contributor responsible for the design, administration, governance, and optimization of workforce development funding programs, including WIOA and other federal or internal funding mechanisms.
This role owns the end-to-end lifecycle of grant-funded training programs, including proposal development, financial oversight, audit readiness, vendor management, and cross-functional execution. The incumbent partners closely with HR, Finance, Quality and Operational Leadership to ensure that training investments align with both regulatory compliance requirements and future workforce capability needs.
The role operates with autonomy and is expected to influence stakeholders without direct authority, enabling the organization to maximize funding utilization, connect with external training vendors, maintain audit compliance, and build sustainable technical capability pipelines.
Oversee and ensure governance of the WIOA grant, evaluating compliance with applicable federal regulations and funding requirements. Partner with Finance to validate and analyze financial tracking, reporting, and billing activities to ensure accuracy and alignment with grant parameters. Support and contribute to audit readiness and response efforts, ensuring documentation is complete, accurate, and defensible in accordance with federal requirements.

Align and coordinate training plans with Talent Capability Leaders and people leaders to ensure to meet Site Training needs and approved proposal commitments. Monitor and assess training delivery, including validation of on-the-job training (OJT) hours and activities against defined standards. Ensure achievement of training milestones, identifying gaps and influencing timely resolution to meet program objectives. Develop training matrices, skill maps, and identifying training needs in collaboration with Site Talent Capability Leaders, area supervisors, and issuing periodic metric reviews to ensure WIOA program meet defined requirements. Coordinate with third party vendors training delivery, proposals and internal qualifications to ensure on time training delivery.

Establish and maintain a structured repository for training records, ensuring data integrity, accessibility, and traceability. Track and analyze training completions, certifications, and documentation status, driving follow-up actions to ensure completeness and compliance.

Collaborate with Training stakeholders to evaluate trainer qualification and certification requirements against compliance standards. Validate accuracy and completeness of OJT documentation to ensure audit readiness at all times. Maintain and ensure integrity of training records, reinforcing compliance with quality and regulatory expectations.

Serve as a key liaison, facilitating alignment between internal stakeholders and external WIOA entities. Drive cross-functional collaboration across Finance, HR, and Quality to ensure effective program execution and compliance adherence. Support integration and application of external regulatory guidance into internal processes and practices.

Ensure adherence to all TPR procedures and applicable regulatory requirements. Promote a collaborative and accountable work environment through effective communication and teamwork. Perform other duties as assigned.
