Job Title: Training & Workforce Development Specialist

Industry: Transportation / Transit Operations

Location (City, State): Landover Hills, MD

Assignment Type: Contract (1+ year)

Pay: $48.00 - $52.00/hour

Work Schedule: Full-time, onsite; Monday-Friday with a consistent schedule (flexible start times between approximately 7:00 AM and 9:00 AM)

Benefits: This position is eligible for medical, dental, vision, and 401(k).

Addison Group is hiring for our client, a growing transportation organization supporting a major regional transit operation in Maryland. The organization is expanding rapidly and is building foundational HR and training systems to support a larger operational workforce. This role offers the opportunity to help shape training strategy, compliance processes, and workforce development initiatives from the ground up.

Job Description

We are seeking a seasoned Training & Workforce Development Specialist to partner closely with the HR leadership team in developing and implementing a comprehensive training function. This individual will establish training systems, manage regulatory and certification tracking, coordinate internal and external training programs, and collaborate with Operations, Maintenance, Safety, and HR teams to ensure employees receive effective, compliant, and well-documented training. The role requires a confident communicator who can influence cross-functional stakeholders and drive process improvements in a fast-paced operational environment.

Key Responsibilities

  • Develop and implement long-term training and workforce development strategies that support operational performance, safety, compliance, and succession planning.
  • Create, standardize, and maintain training programs for operations, maintenance, safety, and supervisory staff.
  • Coordinate and oversee both internal training sessions and vendor-led instructional programs to ensure consistency and regulatory compliance.
  • Maintain accurate, audit-ready training records, certifications, and compliance documentation.
  • Track training performance metrics and prepare reports for leadership to support workforce planning and organizational performance initiatives.
  • Conduct training needs assessments, identify skill gaps, and recommend development strategies for employees and management teams.
  • Partner with Operations, Maintenance, Safety, and HR leaders to align training initiatives with business and regulatory requirements.
  • Support emergency preparedness training, drills, corrective action planning, and ongoing compliance with applicable transportation and safety regulations.
  • Train and coach managers and supervisors on training processes, systems, and employee development practices.
  • Assist with training-related budgeting, vendor coordination, and administrative processes while managing multiple projects and deadlines.

Qualifications

  • 5+ years of progressive experience in transportation, transit, aviation, logistics, manufacturing, construction, utilities, warehousing, aerospace/defense, or another highly regulated operational environment.
  • Proven experience building or enhancing training programs, systems, processes, and workforce development initiatives.
  • Strong knowledge of compliance-driven training environments and organizational performance improvement.
  • Advanced Microsoft Excel skills are required; strong overall proficiency with Microsoft Office Suite.
  • Experience tracking certifications, compliance records, and training documentation within a regulated industry.
  • Strong communication, presentation, and stakeholder management skills with the ability to influence cross-functional teams.
  • Experience with learning management systems (LMS) or training documentation platforms is preferred.
  • Bachelor’s degree is preferred; equivalent professional experience will be considered.
  • Professional training or HR certifications (such as CPLP/CPTD, SHRM-CP, or SHRM-SCP) are a plus.
  • Must possess a valid Maryland, Virginia, or District of Columbia driver’s license and maintain an acceptable driving record.
