The role supports in-person, virtual, and blended learning to build capability and transfer knowledge into workplace performance. The position requires 5+ years in adult learning and instructional design, strong facilitation and presentation skills, and the ability to adapt content for diverse roles and accessibility requirements.

Qualifications

Responsibilities

• Conduct training needs, audience, task, and skills-gap analyses.
• Define learning objectives and design curricula and development plans.
• Develop instructor guides, materials, job aids, exercises, and assessments.
• Deliver onsite, virtual, and blended training sessions.
• Provide leadership and staff development training.
• Coordinate logistics, communications, attendance, and learning records.
• Evaluate reaction, learning, application, and organizational impact.
• Revise programs based on data, feedback, policy changes, and needs.

Position Summary: The Training & Development Consultant will assess learning needs and design, develop, deliver, and evaluate professional, leadership, staff, and operations-focused training for County employees. The role will support in-person, virtual, and blended learning that builds capability and transfers knowledge into workplace performance.

Responsibilities:

• Conduct training needs, audience, task, and skills-gap analyses.
• Define learning objectives and design role-appropriate curricula and development plans.
• Develop instructor guides, participant materials, job aids, exercises, and assessments.
• Deliver engaging onsite, virtual, and blended training sessions.
• Provide leadership, staff development, operations, and subject-matter-expert training.
• Coordinate logistics, communications, attendance, and learning records.
• Evaluate reaction, learning, application, and organizational impact.
• Revise programs based on data, feedback, policy changes, and operational needs.

Required Qualifications:

• Bachelor's degree in Education, Instructional Design, Organizational Development, Human Resources, or a related field.
• 5+ years of adult learning, instructional design, facilitation, or talent-development experience.
• Experience delivering both instructor-led and virtual training.
• Strong presentation, curriculum design, facilitation, and project-management skills.
• Ability to adapt content for diverse roles, learning needs, and accessibility requirements.

Preferred Qualifications:

• CPTD, ATD, coaching, assessment, or comparable certification.
• Government or public-sector training experience.
• Experience with leadership development, train-the-trainer, learning platforms, or operational training.
