Job description

The primary purpose of this position is to serve as Detachment 3, 66th Training Squadron's (Det 3, 66 TRS) SERE Quality Assurance Evaluator and Training Administrator.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; Knowledge of Instructional Design process to assess training needs and to design and develop training programs, plans and materials; Comprehensive knowledge of wide range of principles, concepts, and practices in Survival, Evasion, Resistance, Escape (SERE) and skill in applying this knowledge to difficult and complex work assignments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of Air Force Survival, Evasion, Resistance and Escape (SERE) tactics, techniques, procedures operational activities, tactical structure and organization to interpret and apply DOD, Air Force and MAJCOM training operation principles, concepts and methodologies, directives, guidance, policy and procedures.
2. Knowledge of financial, budget, and resource management practices and principles as well as standard contracting policies, practices, and procedures to manage resources and financial requirements and oversee contracts.
3. Knowledge of the mission, roles, functions, and operations of DoW, Air Force, and MAJCOM organizations to provide SERE guidance and develop, review and update the SERE training requirements and objectives. Knowledge/application of the principles, practices and techniques of instruction.
4. Skill in establishing and maintaining effective working relationships with leadership, individuals/families, heads of service agencies, and their representatives.
5. Ability to communicate orally and in writing to develop materials for presentation and to brief objectives, strategies and implement concepts clearly, concisely and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
