• Develop information for capital and operating budgets and approve major expenditures.
• Develop and supervise programs; coordinate and manage budgeted operations.
• Carry out special projects and evaluate practices and policies.
• Direct project engineering for large-scale capital projects and liaise with designers, contractors, and the County.
