Job summary

Spivey Services in Virginia seeks a seasoned Traffic Control Superintendent to oversee daily field operations across multiple project sites. • Valid driver’s license with a clean MVR.
• Ability to work outdoors in all weather and respond to after-hours needs.

• Coordinate daily schedules, crew assignments, and equipment distribution.
• Ensure work zones are set up, maintained, and removed in compliance with project requirements.
• Lead emergency and short-notice response deployments.
• Troubleshoot site issues, delays, or safety concerns in real time.
• Review job plans, RapidPlan designs (as applicable), and customer requests before deployment.
• Enforce all safety protocols and conduct spot safety audits.
• Report and document incidents, near-misses, and equipment damage.

Position Summary

The Traffic Control Superintendent is responsible for overseeing daily traffic control operations, ensuring all crews execute work safely, efficiently, and in full compliance with state, local, and company standards. This role provides leadership, scheduling, crew coordination, training support, and quality assurance across multiple job sites. The Superintendent serves as the primary field liaison between project managers, clients, and traffic control teams to ensure smooth operations and exceptional service delivery.

Key Responsibilities

• Train, coach, and mentor staff on Virginia Work Area Protection Manual ( VWAPM), Virginia Department of Transportation (VDOT), and company procedures.
• Assist management in evaluating crew performance and identifying development needs.
• Coordinate daily schedules, crew assignments, and equipment distribution.
• Ensure work zones are set up, maintained, and removed in compliance with project requirements.
• Lead emergency and short-notice response deployments
• Troubleshoot site issues, delays, or safety concerns in real time.

• Ensure compliance with MUTCD, VDOT, Occupational Safety and Health Administration (OSHA), and Spivey Services safety policies.

• Participate in safety meetings and reinforce safety culture across teams.
• Serve as the primary field point of contact for customers, inspectors, and internal departments.
• Communicate schedule changes, road conditions, and project updates to crews.
• Provide clear, documented feedback to management regarding project progress and personnel needs.
• Oversee fleet and equipment usage, ensuring proper maintenance and readiness.
• Report on equipment failures, shortages, or replacements needed.
• Ensure proper inventory of signage, cones, attenuators, and other work zone materials.

Qualifications Required

• Three (3) to five (5) years of experience in traffic control, roadway operations, or similar fieldwork.
• ATSSA Traffic Control Supervisor (TCS), VDOT intermediate work zone training certification or ability to obtain.
• Strong working knowledge of VWAPM and VDOT temporary traffic control standards.
• Experience leading teams or supervising field crews.
• Valid driver’s license with a clean and acceptable Motor Vehicle Report (MVR).
• Ability to work outdoors in all weather and respond to after-hours needs.

Preferred

• American Traffic Safety Services Association (ATSSA) Intermediate Certification
• ATSSA Traffic Control Supervisor (TCS) Certification
• OSHA 10 or OSHA 30
• Two (2) plus years of experience driving non-CDL trucks (18'–24')
• Prior experience supervising multiple crews or high-profile/high-traffic projects
• Strong administrative, reporting, and technology skills
