Job summary

Ohio Department of Children and Youth is seeking a Human Services Developer (Title IV-E) to research, analyze, develop, revise, and support implementation of Title IV-E child protection policies and programming in Ohio.

The role involves compiling federal regulations, ORC, pending legislation, and stakeholder input to inform policy. You will develop OAC rules, provide technical assistance, training, and guidance to ensure consistent statewide practice within PCSAs and Title IV-E courts.

Qualifications

  • Knowledge of interpreting federal/state statutes, rules and regulatory guidance.
  • Experience working within child welfare systems, especially Title IV-E programs, laws, rules, regulations and procedures.

Responsibilities

  • Research, analyze, and support implementation of Title IV-E policies and programming.
  • Develop and revise OAC rules for Title IV-E, KGAP, FCM, AA for PCSAs and Title IV-E Juvenile Courts.
  • Provide expertise, training, and guidance to ensure consistent practice and rule compliance.
  • Develop policy guidance documents and resources to support practice.
  • Communicate with PCSAs, Title IV-E Juvenile Courts, and agencies to address IV-E policy and programming.
