He/she maintains computerized Time and Leave (T&L) for approximately 300 employees. The incumbent utilizes applicable directives - regulations - policies - standard operating procedures - and BPVAHCS memoranda to ensure proper timekeeping techniques.

He/she maintains computerized Time and Leave (T&L) for approximately 300 employees. The incumbent utilizes applicable directives - regulations - policies - standard operating procedures - and BPVAHCS memoranda to ensure proper timekeeping techniques.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 09/24/2026. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Prepares - maintains - reviews - and certifies time and monitors and reports for a variety of pay plans - types of leaves and special pay situations Forwards all reports to the appropriate office for processing Determine appropriateness of hours being charged and types of special pay being authorized Performs a wide range of non-routine related clerical support for the assigned program areas and administrative functions and transactions in support of payroll and accounting staff Monitors - evaluates and initiates corrective action on all facility organizational surveys - obtains - organizes - files and retrieves reports - correspondence and numerical data for use in preparing status reports ensuring accuracy - formatting and timeliness. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Proficiency Requirement: Must confirm to be able to type 40 words per minute to be found eligible for the position along with the specialized experience. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Though most of the work is sedentary - the incumbent must be able to walk - stand - bend - climb - reach - and lift/carry boxes of records - files - papers - and supplies. Duties
  • Duties include - but may not be limited to the following: Uses established regulation to ensure tours of duty - compressed work schedules - on-call and stand-by tours of duty - compressed work schedules - on-call and stand-by tours are applied daily to all full and part-time employees based on differing pay authorities for Title 5 - Hybrid and Title 38 schedules staff

  • Provides explanations of occurrences for authorized absence-travel status - traumatic injury - military leave - jury duty - unscheduled duty hours and advanced sick or annual leave
  • Informs supervisors and employees - on a bi-weekly basis - of compensatory balances to avoid forfeiture or conversion to pay status
  • Answer employee questions regarding leave and earning statements and requirements for applying for special leave programs - i.e. - Donated Leave and Family Medical Leave Act Acts as a liaison between Medical Center personnel and Fiscal/Payroll Service to research and solve problems
  • Coordinate with nurse managers and supervisors to ensure all staff leave - planned and unplanned - is applied and coded within established timeframes and regulations
  • Investigates inquiries from supervisors regarding employee pay and leave issues - explaining rules and regulations used to reach conclusions
  • Composes and prepares memoranda to establish T&L groups - new and/or additional tours of duty for signature by the Chief Nurse for each Nursing Service for final approval by the Associate Director for Patient Care Services
  • Responsible for maintaining annual leave suspense file which requires 100% accuracy to ensure precise employee records

  • Position Description/PD#: Time And Leave Clerk (OA)/PD11184A and PD11184A Preferred Experience: Evidence of timekeeping in past three years - evidence of effective communication - knowledge of computer application systems and technical skills including running reports - experience with VATAS or GOVTA programs.
